why is it that the diesel here is dirty? mahal ba masyado kung irefine sya to euro standards? or dinadump lang dito 'coz we don't have any laws against dirty fuel?

Just to make Petron's fuels Clean Air Act compliant costed them $100M in refinery upgrades.
That is why Caltex & Shell opted to just import & distribute fuel rather than refine them here in the Philippines.
