The 99 Cities are way overpriced for what you get... no amenities, a rust-prone body (hey, it is based on an ancient Civic platform, after all), little sound insulation and limited rear seat space.
But they aren't bad if you need a commuter car, simple interior and mechanicals equals simple repair bills, they're light and nimble (not the best steering, though) and the engines are pretty good. But that's it. I personally wouldn't get one, but if you're willing to take the plunge, it should be a painless buy and a good investment.
