Here's just throwing some ideas around... what about a new or slightly used Nissan Quest? Still a nice engine, and the record number of sunroofs make it a nice place to sit in.
If your upper limit really is 20k, then you're probably limited to lower-rung Mazda 3's, the Lancer Ralliart and the SE-R. The SE-R is a nice stump-puller... can you get the Spec V (with the helical LSD) for under 20k?
Secondhand SRT4 for me is a big "?"... guess it depends on how abused it was.
