You can try checking with PROMASTER. They do class A job in wheel repair and restoration.

almost all tyre shops have that service (they don't do it themselves, they serve as agents). cost is around P1.5k/mag. they will even lend you a set of steel wheels while your mags are being repaired. takes about 1 week to finish as they have to scrape all the paint and oven bake the finish.
