methinks your big problem is getting the new engine legalized. i hope you have the sales papers of the new engine . otherwise, you might be heading for a dead end (you'll never be able to register it).
the rest is just paying the deficient years the car was not registered thru, plus penalty, and the change engine fees..
best thing to do, is to seek the advise of the LTO.
