I saw an article in Manila Bulletin were you Alay Lakad plates are exempted from coding until Nov 16 of this year...
They only have 500 plates available..

gearspeed is right. i have one (the company gave it to me). comes with papers. since its free, i had it installed and tested this morning (coding ako pag monday).
i left my home in las pinas at around 715 am, and i arrived makati ng mga 835. wala namang sumisita sa akin.
and as per gearspeed said, they only had 500 plates released. 10 na nakuha dito sa office.

The Alay-Lakad Foundation, Inc. (ALFI) announced that its commemorative motor vehicle plates, issued in time for its 31st founding anniversary, exempts cars from the Metro Manila Development Authority's coding system by virtue of an official directive from Interior and Local Government Secretary Jose D. Lina, Jr.
The commemorative plates, which are valid up to Nov. 16, 2004, were approved and authorized recently by the Department of Transportation and Communication.
