ask ko lang po I'm planning to buy a 2nd hand car, 1st owner daw sabi ng ads, what documents should I check, do I need to verify it sa LTO or PNP ba yun para makita if hotcar nga eto, kung 1st owner nga sya should I still have it verified?

2nd question is im from pangasinan, say mag papatransfer na ako ng ownership, meron ba malapit dito sa pangasinan na TMG office? or should I go to Manila? thanks guys..
