I had the same problem before. Here is what i did:

    1. Remove all stickers from the plate numbers for both front and rear plates.
    2. Sand out the plates.
    3. If ever there are some dents on the plates, try to repair it. For the letters and numbers, get a piece of wood which is a little bit thinner than the characters. Use it to hammer down the sides of the characters to improve the lines.
    4. Clean the plates.
    5. Spray white paint on the plates (any white spray paint can will do). Be patient with the paint. It will take around 3 coats.
    6. Spray clear coat paint the plates. Around 2 coats will do.
    7. For the characters, go to those laser cut sticker stalls which you can find at the malls. They have a template for the license plate numbers' size and style. Then just stick them to your newly painted plates. Make sure the paint is already dry.

Di kaya considered as tampered plate to sir? Another way is to go na lang to nearest LTO office and apply for a replacement plate.

Just request for a replacement from the LTO, it would cost at least P200 pesos lang naman. Mga 6 months turn around time.
