Whoever did the job is lacking experience with a porter cable and damaged your clear coat. Seek out an experienced detailer, who can minimize the damage.

holograms are swirls inflicted by rotary buffer mainly due to improper technique. Here's a car that came from a paint shop with holograms all over. owner asked me removed them.
Here's a 50/50 shot showing polished and unpolished area. I used a DA to remove the holograms.
