For the headlights, look for something called jeweler's rouge. You might need to check at a jewelry store for it.

There are 4 diff. kind of rouge polishing compound. Look for the super finish compound (also known as the blue magic). All other rouges leave scratches on platinum or plastic. Blue Magic removes these scratches, leaving a bright, scratch free, mirror finish. Excellent for all other metals as well. Even works for plastic.
Again, ask jewelers in your area. See the picture below those are the polishing rouge.

How about scratches in the passenger windows?
A pick-up truck accidentally scratched his side mirror on one of my windows, medyo malalim kasi at may swirl marks na din kasi I tried brushing it off....

Generally, if you can feel the scratch with your fingernail it is too deep to buff out. Its possible to remove the scrath by buffing your window but its like sanding a piece of wood except it takes MUCH longer to see noticeable results. When buffing a window glass as well as windshield, you are actually removing glass surface. It is done with a damp felt wheel and a very fine buffing compound like jewelers rouge( see my previous post). Most window marks or scratch are too deep to be removed so the best option may be to replace the window or leave it as is.
