Alkitran - what is the safe way to remove them?

Guys,

Noticed several tiny black dots in the side of my car. Madami - pag hinagod ko kamay ko sa side, feeling rough na. you need to be close to see them. tried to scrape them with my kuko pero kumalat -- seem to be alkitran. How do you get these safely without damaging the paint?
