let's put things into perspective:
US: Ford, GM
Japan: Toyota, Honda, Nissan, Mitsubishi
Korea: Hyundai, Kia, Ssangyong
Germany: BMW, Audi, Porsche, VW
Malaysia: Proton
Philippines: Yazaki-Torres?
there's such a desperate need for something to be proud of that some people have to distort reality in order to include something that doesnt exactly fit...
by hey, if it makes them feel good... they'll make it fit

what kind of logic is that?
from what direction are you coming from anyway?
first of all, from how you sound, seems like you have never ran a business of your own
who the hell goes into business without thinking of making as much money as possible?
so you're saying -- the original plan of the ejeepney makers is to sell their products to LGUs only?
what sane businessman sets a goal like that?
syempre you would want to sell your products to everyone
why would you intentionally block out commercial and individual buyers and only sell to LGUs?
it's like Toyota choosing to sell Vios cars only to LGUs for use as police cars
it's insane
the ejeepney makers are selling their products to LGUs NOT coz it is their original plan
they planned to sell ejeepneys to PUJ operators
but PUJ operators won't replace their diesel-burning PUJs with ejeepneys
their plan failed
so who else can they sell ejeepneys to?
commercial buyers won't buy ejeepneys
individual buyers won't buy ejeepneys
so that leaves the govt
they have no choice
they had to do something to save their investment
in the first place, they didnt really plan to go into the elctric vehicle business
they wanted to make AUVs (the PhUV)
but they failed
they couldnt compete
they can't come up with a competitive product
so they went into something with no local competition -- electric shuttles

The Board of Investments plans to restore the exemption from excise taxes of successor models to Asian utility vehicles.
The exemption will be provided in the new Motor Vehicle Development Program (MVDP) which is undergoing finishing touches.
"We will revive exemption in post-AUV era by developing a new model, a Philippine brand that is the equivalent of an AUV and exhibiting high local content," said BOI managing head Elmer C. Hernandez.
The MVDP (Executive Order 877) has been sent back to Malacanang for correction of typographical errors. The EO will be published as soon as the corrections are made.
The proposed new tax structure for vehicles needs legislation by Congress.
The current tax structure under Republic Act 9224 or the Rationalization of Excise Tax on Motor Vehicles of 2003 is based on value.
The old one was based on a combination of seating capacity and engine displacement. The shift led to the drastic decline in the sales of AUVs which previously enjoyed exemption.
AUV is defined as a utility vehicle of Asian design, whether 4-wheel drive or not, and intended to carry both passengers and goods/cargoes. In this category are the Isuzu Crosswind, the Toyota Innova and the Mitsubishi Adventure. - Irma Isip
