if you think it is stuck, you must be talking about a stuck open or stuck closed thermostat. the location for this component is nowhere but where your upper radiator hose connects to the engine, otherwise, if your car has reverse flow cooling system, it will be on the lower radiator hose where it connects to the engine block

Follow mo lang ung big hose ng radiator mo. Then you will see some sort of housing that has 2~3 wires on it depending on model and brand. That's your thermostat housing. Temp is on the exit and thermostat on entrance to engine block cooling.
