What is the ac evap got to do with it? The culprit is the vent flaps not totally shut. When your ac is switched to circulation mode, the flaps shuts off preventing outside air to sip inside the cabin. Vent flaps has attached foam to seal off outside air from coming in. These sealing foams gets worn out in time especially on old vehicles thus the problem with outside air getting in.
