There are situations that the fan will still run, but at a slower RPM. That's what happened to mine. In time, the fan can get progressively weaker and will eventually stop turning. You do not want to be in that situation in the dead of traffic on a hot day.
My car operates the radiator fans on two speeds; low and high. It runs at low speed when the engine gets hot but with the A/C turned off. It runs at high speed whenever the A/C is engaged. Honda SPA initially told me that the fan needs replacement and I confirmed the defect as the fan sometimes does not start in low speed without giving it a light push. I then just brought the car to Frigid Zone to have the motor replaced.
