The solar panels do not provide enough power to turn the fan fast enough to vent enough hot air to maintain interior temperature. Another problem is the angle of the window is too steep so at around noon time, the solar panels aren't operating anywhere near their efficient levels. Next is most cars have tints which cut down on the amount of light that gets to the solar panels.

Comparing a car with this gadget versus without, I tried placing a thermometer on the center console to measure the interior temp during noontime (lunch break at the company I worked for at the time). My car was parked at the open lot beside the office building. This was done in two consecutive days during summer. The temp was the same with and without the gadget. End of experiment.
