yes, check the relays for sticking preventing proper operation. this is a classic five relay system used by toyota for the condenser fan, radiator fan and the a/c clutch intertwined. try switching the relays with good known relay. the system is too difficult to describe in words. if you could get the wiring diagram, it would help a whole lot in diagnosis
