for me, yes on both questions.So it means if the SolarGard I'm getting is HP or Sterling series no need to get Huper Optik Klassich unless it Huper Optic Ceramic/Nano? If the free tint is just tier3 SolarGard non-HP, then okay to upgrade to Huper Optik Klassich?
