There are many hotels where you can stay. Along the ridge, there's Taal Vista Hotel (now owned by Henry Sy), Days Hotel, and many others. Medyo mahal lang nga. On the other hand, you'll be surprised that prices are far lower if you cross the street and look among the hotels that are not sitting by the ridge. Cheaper rates, but no view.
There's this place, MC Mountain Home Apartelle, which I have had the chance to stay in some time back. It's not on the ridge, but rather across the highway. So, prices are reasonable. But it's like staying on the ridge because there are no buildings in front of it, which affords the hotel guest an unobstructed view of the lake and the volcano. Also, along Aguinaldo Highway, there's Hotel Dominique, which is very quaint and has rooms/accommodations for various kinds of budgets. The downside is that it's located on Aguinaldo Highway, which, to many, ain't there idea of Tagaytay yet as it is about a kilometer before the statue/rotunda of Ninoy.
from tagaytay ridge there's a winding road (very much like zigzag sa baguio) that goes down to a road that's parallel to the shore. can't remember the name of the road nor the marker pero this is north of the rotonda, right side.
once you're along the road that parallel's the shore of the lake, you can inquire among the locals where you can rent a banca that would take you to the main crater of taal (pira-piraso is the name of the barangay where you should disembark on the island).
prices range from 1,200 - 1,500 depending on your haggling skills (lowest we got was 800).
personally i'd suggest you follow the road southwards til you get to the PHIVOLCS station in Buco. here you can leave your car (mas safe) and also look at the dioramas and posters as well as some of the instruments they use to observe the volcano.
they can also call a banca for you. remember, the banca should take you to pira-piraso. once on the island, all you have to do is look for the Daang Kastila trail (they charge P10 for you to take the trail. isa lang naman ung trail paakyat sa lip ng crater so indi kayo maliligaw. the climb is ~45min. faster if you rent horses.
there's no place to stay on the island unless you pitch tents along the trail or near the top. dont know about the safety of staying overnight sa taas pero we did it inside the crater kasi.

OT: hmmm..i'm a bit of adventurous on a limited scale..but climbing on top of a volcano crater & staying overnight...things could backfire..nature, by and large, is too fickle-minded..?! nagtatanong lang po...
the only problem you'll be thinking about when you camp out sa taas is the wind and the locals (baka mangulit sa inyo). oh and the terrain sa taas could a disadvantage kasi if you look at my pics walang flat ground sa taas. midway or 3/4 of the way though meron.
maganda ung view sa taas kasi kita mo ung lights sa shore and sa ridge.
