CEBU CITY, Philippines – (UPDATE) The Lapulapu City police arrested four Japanese, including a woman, late Wednesday evening for allegedly shooting a *** film on an islet of the Olango nature reserve.
Inspector Junnel Caadlawon said they caught the woman, 26, and one of the men, 36, performing ***ual acts on the sands of Sulpa Islet while the two other men, 24 and 40, shot videos of them.
The four are all from Tokyo and were staying at the Midtown Hotel in Cebu City.
The police confiscated five digital cameras, two Panasonic Tape DVM 60 used for the ****ographic movie, used condoms, five unused condoms and other items as evidence.
Two bird wardens at the bird sanctuary in Olango Island noticed the filming and reported the activity the police precinct in Sta. Rosa, Olango Island.
Sulpa islet, which is located at the northeast tip of Olango, is known for its beautiful white sand beaches. It is a 10- to 15-minute boat trip from mainland Olango.
Caadlawon said a few people stay in the area, but only during the day.
He said the four Japanese could hardly speak English but through an interpreter claimed they were doing it for leisure.
The Japanese consul in Cebu, Shigekazu Sakunaga, refused to issue any statement.
"We have no reaction at all because he (Sakunaga) doesn't know yet the details. It's premature to give any views because we don't have much information," a member of his staff said.
Caadlawon filed on Thursday a complaint for violating Article 201 of the Revised Penal Code for indecent acts against the four Japanese before the Lapulapu City prosecutor's office.
The four are still detained at the Lapulapu City police station.
But Superintendent Louie Oppus, Lapulapu City police chief, said they expect the four to post bail once the police charges are filed in court.
Oppus said they have been receiving reports about the lewd activities of tourists in the sanctuary and neighboring islets.
In fact, he said, before his stint in Lapulapu City, he learned that police had arrested foreigners for similar offenses but the charges did not prosper because the photos in the still cameras were deleted.
This time, he said, the evidence is intact.
"This is fair warning to those who would like to enjoy our city. Well, you enjoy but you do not abuse our hospitality. We are trying to protect also our integrity and our wholesomeness as a tourist destination," Oppus said.
Provincial board member Agnes Magpale, chairperson of the committee on tourism, lauded the police and local government for the arrest.
Magpale said Cebu is a tourist destination but tourists must respect local culture.
Oppus said his office would coordinate with the Bureau of Immigration (BI) and the Japanese embassy to check the records of the four Japanese.
