    MANILA - Two party-list representatives filed a bill that seeks to reward citizens who apprehend drivers or operators of smoke-belching vehicles.

    A TEACHER party-list Reps. Mariano Piamonte, Jr. and Julieta Cortuna authored House Bill 4932, which seeks to tap the support of ordinary citizens in going after smoke belching vehicles.

    "With too many laws bound to be implemented, it is easy for those concerned to say that it is hard for them to implement all laws effectively, and indeed it is," Piamonte said.

    "You still can see smoke belching vehicles running around the streets of Metro Manila and elsewhere. These scenarios can breed some suspicion that authorities are lax in enforcing the law."

    Under the bill, any individual who spots a vehicle on the road emitting black smoke is given the authority to apprehend its driver or operator.

    The arresting individual shall bring the apprehended/arrested driver and vehicle to a nearby police station. The owner of the vehicle shall be booked for violation of the Clean Air Act.

    The vehicle, meanwhile, shall be temporarily impounded.

    The bill provides a reward of P10,000 to the arresting individual for every legitimate apprehension of smoke belching vehicle. The Department of Environment and Natural Resources (DENR) shall determine the legitimacy of such apprehension.

    The DENR shall provide the reward, free of tax, to the apprehending individual.

    This is a nice bill to be passed. Although, those owning diesel SUVs and Pickups are prone to emit black smoke when throttled hard.

    So the government is admitting it can't do its job and is passing it on to its citizens now? Will they now allow citizens to carry guns to be able to make such arrests? Who in heaven or hell is sane to do such a suicidal act? Arrest the driver of a jeepney, who everyone knows all of them carry a steel pipe with them all the time, who regularly run red lights and pick up passengers wherever they like? Arrest a bus driver who is probably high on shabu? Arrest a truck driver who has absolutely no respect for traffic enforcers? What more kung civilian ang aaresto sa kanila? And worst of all, try to arrest an suv owner? Tutok mo na lang baril sa ulo mo at ikaw na kumalabit ng gatilyo!

    An hour later, the video goes viral. The patriotic citizen suddenly games "bad" fame -- amalayer fame. Anti-poor. Nang-aapi ng bus driver na nagtratrabaho lang para pakainin ang pamilya.
    The common citizen doesn't have to do this, we are paying people via tax to apprehend vehicles with emission issues. Ibig lang sabihin ng panukalang ito (I don't seriously think lulusot ito)... end users na naman ang gagawa ng trabaho, ang kikilos, mag-aadjust, gagawa ng paraan, and guess what? Ang magpapasahod sa mga kumag, pati pagpalit ng kulay ng uniform nila sa atin pa rin

    These 2 Morons are Teacher party list representatives. Bakit sila ang nag initiate ng bill? Wala bang problem ang mga guro at school system ng bansang Pilipinas at pati smoke belching e pinapaki-alaman? Ano ginagawa nung party list rep ng mga driver? Ang sagot ay Syempre, they protect the interest of the tsuper ng taxi and jeepneys at yan ay i-tolerate ang lahat ng violations ng mga walang disiplinang drivers.
    E simpleng dress code di ma implement! Ano ba naman yan?!

    Tama yung isang nag comment, sinong Tanga ang manghuhuli at magdadala ng mga iyan sa proper authorities. Unless suicidal ka na. O kaya, nasa payroll ka ng mga pulis. Kukuha sila ng mga siga at pusakal sa kanto tapos pag dinala na sa Presinto e "pag-uusapan" na lang yung smoke belching violation mo. At the end of the day, "party-han" na ang mangyayari na me kasamang malamig na San Miguel Beer.hehe

    Masyado ng maraming batas sa Pilipinas and all thats needed are people in authority to implement them.

    I believe that Pilipinos are very good entrepreneurs. They see opportunity when opportunity shows itself....... and that is, nakakakita ng pagkakataon mangurakot. Creating a new law will only open up more opportunities for corruption.

    Dito magaling ang mga Pilipino and dito nakakatulong in a way ang mga pulitiko. Make more laws para mas maraming pagkakataon para kumita ang mga mandurugas na Pilipino!

    Iba naman ang pagvideo o pag picture ng krimen vs papasok ka sa eksena ng krimen. Kahit bata pwedeng pwede magvideo at magpost e. Pero ikaw ba may krimen mag-aala-superman ka? Tatawag ka lang ng police. E dito arrest talaga e

    pwede siguro:
    1. kunan mo ng video 'yung smoke beching vehicle
    2. itawag mo sa "hotline" nila para maaresto 'yung driver.
    3. kapag nahuli na, punta ka sa presinto then ipakita mo 'yung video sa mga pulis.
    4. bigyan mo sila ng kopya ng video, saka mo kunin 'yung reward... kaliwaan.
    5. bahala na sila sa nahuling driver.

    pero kung ako pa ang aaresto sa kanila, dala ako ng baril at posas (bibili muna ako).
    mabuti nang may kargada kasi siguradong meron din sila.

    malamang sa hindi, hindi alam nitong mga reps na ito kung anong klase
    ng hayufs ang naglipana sa kalsada... hindi ganoon kadali ang gusto nilang mangyari.

    Well, here is a challenge. If this law gets passed (I doubt it) then let's wait for mr superman victorevolution to make the first few arrests, no guns allowed ha. with pictures and/or video as proof. tapang e, kala mo naman uubra siya sa jeepney driver na may dalang tubo. bawal kuyog ha, dapat magisa lang nya.

    vigilante na parang batman gusto ni victorevolution. this will make anyone driving any diesel-engined car prone to apprehension and harassment.

    Now we have private ASBUs. Just imagine ang haharang sayo yung mga hugas windshield boys o kaya yung mga barker. Di ka talaga dadaan sa lugar na yan.

    Gusto nyo ba mapalo ng tubo, or mabaril ng walang kalaban-laban?

    Bahala kayo kung gusto nyo. Is it worth the risk?

    Nope. For me at least.

    I ride an airconditioned car to work, work in a temperature controlled environment. Live in the suburbs (cleaner air). I limit my time outside busy streets, and go indoors as soon as possible.

    Do these people (lawmakers daw) think I will go out of my way and arrest a toothless retard of a jeepney driver because his worthless pile of junk is belching squid ink like smoke?

    How could a normal juan arrest a citizen whose vehicle emitts black smoke?
    Eh pagnageemit ng black smoke ang sasakyan tumatakbo ang tsikot
    paano papahintuin kung nasa likod ka , hahabulin mo at icucut? o
    iintayin huminto o susundan mo?,Pano pag may pupuntahan ka
    ikaw pa ang magdadala sa presinto, eh baka hindi pa nga huminto
    pag pinara mo o apprehend
