    Manila relaxes new bus rule

    The local government of Manila has relaxed its rules on buses entering the city. Buses are now allowed to ply the streets of Manila, but with restrictions.

    Starting Monday, passenger buses will again be allowed into the city but only for bus companies with valid franchises.

    In a report from ABS-CBN’s Doris Bigornia, Manila Police District Traffic Enforcement Unit (MPD-TEU) Chief Olivia Sagaysay said bus operators should process the necessary documents such as franchise papers before they can apply for a placard to be placed on their windshields.

    The Manila city government has required bus companies to secure the placard indicating the bus name, plate number, body number, and signed by the traffic chief and Manila Vice Mayor Isko Moreno.

    The placards were given out by the MPD-TEU for free. However, only 10 buses per bus company shall be given placards to regulate the number of buses entering the streets of manila and decongest traffic.

    About 160 placards have already been issued by the Manila traffic bureau.

    However, buses that do not have permanent terminals inside the city will not be allowed to apply for sign boards and will be tagged as ‘colorum’ buses. The fine for apprehended colorum vehicles ranges from P500 to P2,500.
    Manila has also identified the loading and unloading points of buses. These are in front of the University of Santo Tomas, at the park and ride terminal at Liwasang Bonifacio, and along Taft Avenue in front of Rizal Park.

    Meanwhile, Manila Mayor Joseph Estrada called for support on the new city ordinance.

    “Inuunti-unti po natin. Hindi naman natin mabibigla yan eh, Bigyan niyo kami ng panahon. Eh experimental lahat yan eh, hanggang sa ma-perfect natin. Wag niyo naman kami apurahin,” he said in a phone interview with DZMM.

    Dapat diyan "scheduled" ang pagdating at pag- alis ng mga bus sa mga loading and unloading points.
    Dahil kung hindi, maiipon at magkakabara- bara na naman 'yang mga bus na 'yan. :twister3:

    Why in Manila, buses have restriction? If passenger buses are not there, how will people travel?

    If buses have no restrictions and can travel at will, you have a traffic mess. Man hours are wasted because of it. Just look at EDSA...

    For controlling traffic, solution should be found out, not by restricting the buses.

    Bagong complaint ngayon ng mga bus companies. Also the traffic lights at the intersection of D.Tuazon and Quezon Avenue are ready for next week. I hope they'll close the U turn slots at Speaker Perez and Cordillera now that the intersection is open...


    EFQBOA asks Mayor Estrada to intercede vs high terminal fee

    LEGITIMATE officers and members of Eastern Fairview-Quiapo Bus Operators Association (EFQBOA) thanked former president and now Manila Mayor Joseph Estrada for granting their appeal to “fine-tune” the implementation of a city ordinance preventing them from entering Manila.

    At the same time, Jessie Santos, spokesperson of the EFQBOA, made it clear that no one from their groups are colorum operators.

    “We are all legitimate operators, anybody could go to the Land Transportation Franchising and Regulatory Board (LTFRB) and check our franchises,” Santos said at a press conference held in Quezon City yesterday morning.

    He said the group is seeking another favor from Mayor Estrada to intervene with private concessioner of the Park and Ride terminal, the designated area for buses to load and unload passengers, to lower the Php120-per-entry fee.

    “Mayor Estrada hinihi-ngan po kami ni Mr. Vicente Javier na siyang may-ari daw po ng terminal ng outright na Php24 million para makapasok ang lahat ng aming bus na 220 na siyang pinayagan ng City of Manila,” he said.

    Santos said their group could only afford Php40 per entry.

    “Mayor hindi po namin kaya ’yung Php120 per entry sa terminal at ’yung outright advance payment na Php24 million ng terminall operator kasama po ’yung pagpirma namin sa contract,” he said.

    Santos said their buses are still not entering Manila for fear that they will be apprehended, punished and fined.

    Mayor Estrada earlier issued an order banning city and provincial buses with no terminals from entering the city.

    Yes, solution should be found. But how can you find one if nobody wants to cooperate?

    I can see how Erap played this. He showed the bus operators that he's not afraid to drop the hammer if need be. The restriction was a taste of things to come if operators still refuse to cooperate.

    Now he needs to address the other side of the coin: They need to penalize commuters who refuse to discipline themselves.

    Nakita ko na naka install to nung nag bike ako dun...Sana maayos pagkaka implement dito since magkakaron ng LEFT turn galing dtuazon kaya tatagal interval.

    Pero meron dun na alley, pag diniretso mo dtuazon, unang kanto, kanan ka, diretso labas mo q.ave fairview bound. Yun nga lang maliit yung daan, madaming naka park, at residential area.

    Balita sa commuters/drivers going to Manila? Traffic na ba ulet?

    Dito samin sa may D. Tuazon nakalagay na yung intersection, may left turn na coming from d.tuazon, ewan ko lang yung sa q.ave...Magiging kagaya ito ng Araneta ave cor Del Monte intersection siguro.

    Pero parang nasayang yung effort nila dito kung yung mga bus naman eh pwede na ulit sa manila?

    As of now, mukhang helpless mga MMDA TEs sa mga buses going back to QC. Ginawang mini Terminal yung Q.Ave after Mabuhay Rotunda ng mga buses. I can imagine the traffic in D.Tuazon once the intersection is open. One big bus terminal and the traffic that will go with it...

    So, if not buses, why restrict jeepneys, kuligligs, motorcycles, tricycles at all?

    Maybe you can give a more detailed opinion on how to solve traffic which excludes buses instead of just a motherhood statement.
