What are the MMDA/LTO rules for fog/auxiliary lights???

I read in the Inquirer last week that MMDA is going to confiscate illegal fog/auxiliary fog lights.

Question lang? How are fog/auxiliary lights classified as illegal? Is it the mounting location on the vehicle? Is it the size? Is it the number? If they are are covered when in the city, are they considered illegal?

Can anyone please shed light on the rules so that we can abide by them better.
