how much ang mga special plate numbers? example bmw 111, evo 666,
or 888 ang huli..iba iba ba price? depende sa number?

and another question, pag nag change color ang kotse. magkano bayad non sa lto? let's say orig color to white. tapos changed to black. magkano bayad sa registration? asap ba dapat paalam sa lto?

special plates are issued to new vehicles, vanity is sort of a permanent commemorative plates
