I'm thinking that corrupt cops are worse, since they're the ones doing a great disservice. You can't trust citizens to be on their best behavior all the time, which is why you have laws and people to enforce them. But what happens when those who uphold the law, spit in its face instead? It's the betrayal of their duty that's more aggravating.

It's actually no different when you're online. Which is worse, a forum member who spams, trolls and flames or a moderator who frequently encourages such behavior?

I've been to one such forum where a moderator was actually suspended for joining hooligans who were ganging up on another forum member.
