    Tuesday 27th of March 2012 TweetFacebookYahooEmailShareThis TUGUEGARAO CITY, March 27 (PIA) -- The Infrastructure Development Committee (IDC) and Regional Committee on Sustainable Development (RCSD), through a landslide vote, backed the proposed Ilagan - Divilacan Road Rehabilitation project for endorsement of said project to the Regional Development Council 2 in the joint committee meeting held on Wednesday, March 21, on condition that mitigating measures shall be implemented to address the project’s impact to the biodiversity.

    RCSD Vice-Chair Perla A. Vissoro raised concerns on environmental management as the proposed road rehabilitation will traverse 28 kilometers or 42 hectares of the Northern Sierra Madre Nature Park (NSMNP), one of the most important protected areas in the country.

    “Some mitigating measures must be implemented to avoid destruction of the forest’s rich biodiversity,” Visorro pointed out.

    The proposed road rehabilitation project will cover a distance of 82 km from Arangay Sindon Bayabo, Ilagan to Barangay Dicatian, Divilacan. Said road will ease the accessibility of the four coastal towns, Palanan, Divilacan, Maconacon, and Dinapigue, to the mainland.

    At present, there is no existing road that links these areas directly to their neighboring municipalities, and only planes and boats are the available transportation which made it more difficult to reach the coastal towns in times of calamities and disasters.

    Atty. Eduardo Cabantac of the Special Project Committee on Isabela Coastal Development (PGI-SPCICD), said that Protected Area Management Board (PAMB) Resolution No. 11 was already issued approving the updated General Management Plan in support for the re-zoning of the 28.0 km area of NSMNP from strict protection to special use zone. In addition, a separate resolution from the PAMB was also passed endorsing the proposed road rehabilitation project.

    The Agtas Indigenous Peoples also signed a memorandum of agreement with Isabela stating their support to the project.

    In the special committee report of the Provincial Government – SPCICD, stating that an Environmental Impact Assessment (EIA) is on-going and the management plan and mitigation measures to address the disturbance on the environment had been incorporated in the assessment.

    Actual site investigations were also conducted simultaneously to observe the biophysical condition of the area, and identify engineering structures and works needed for its pre-construction and development phases.

    Isabela Governor Faustino G. Dy, III also assured the implementation of stricter policies and laws to fully safeguard and protect the environment and natural resources during the second public consultation on March 8 at Ilagan, Isabela.

    Likewise, Divilacan Mayor Venturito Bulan also offered their commitment and assistance to protect the forest when the road will be opened.

    ayon sa secretary ni gov.Dy sisimulan na daw this year yun road project...sana mag boom yun fishing industry sa mga coastal town ng isabela at aurora...

    Palanan-San Mariano Road
    District II Isabela Congresswoman Ana Cristina Go envisions a good life for the people of San Mariano, Isabela wherein she actively pursues the development of the Palanan-San Mariano Road.

    During the discussion of Congresswoman Go and NEDA RD Milagros A. Rimando on March 11, she said that the Palanan-San Mariano Road could open up many opportunities for the people being the biggest municipality in the province with an endowed land resource area of 142, 183 hectares. She stated that since San Mariano is in a remote area where people only visit the place for their logging needs, she wanted to advance other opportunities for the community. “I want to give people a reason why they should go to San Mariano,” she said.

    Through the Palanan-San Mariano Road, the eco-tourism of the place could flourish because of its natural scenic beauty being one of the coastal areas in the province. Congresswoman Go also emphasized that the place is historic as Emilio Aguinaldo used the same road in going to Palanan from where he was captured. “We could translate this historic event as an opportunity for tourism just like in Cebu where people visit the place to see where Mac Arthur landed or other historic places that were exhibited as tourist attractions in the country,” she added.

    Very nice and feasible project. Time to explore our Pacific coastal areas, good for surfing. I recall before the late Governor Raffy Nantes of Quezon made a suggestion to former PGMA on how to decongest Metro Manila. He mentioned that once the Marikina- Infanta Road is completed, a container terminal could be built in Infanta to serve vessels coming from the Pacific side without going to longer route in South China Sea. Manila Bay to unload their cargoes.

    kung magawa yan ganito siguro dapat transport service jan...mukang di naman simentado lahat
