What to do when involved in a road accident here in the philippines?

Ako po ay bobo at mangmang na ignorante. Nisearch ko na buong forum at ang buong internet at binasa ko na ang buong LTO pamphlet, pero di ko mahanap ang kasagutan kasi specific for philippine setting kasi; PS. Davao Setting ito. Gusto ko sanang malaman kung ano ang gagawin kapag nainvolve ka sa isang road accident sa mga situation na ito:

1.Ako ang may kasalanan, ako ang nakabangga sa sasakyan ng ibang tao;
a. Ano po ang mga tamang steps na gagawin ko kapag nangyari ito? Ano po ang uunahin kong gawin dapat?
b. Parehas lang ba ang gagawin ko at ang mangyayari sa akin kapag Public utility vehicle ang nabangga ko as compared to private vehicles?
c. Ano po ung lahat ng mga penalty o liability na mahaharap sa akin?
d. Kukunin ba ng traffic enforcer ang lisensya ko?
Ilang days bago ko makuha ulit ang lisensya ko?
May babayaran ba ako sa LTO na extra fees bukod duon sa pang repair sa sasakyan ng binangga ko?
Anong klaseng traffic enforcer ang may karapatan na makukuha niya ung driving license ko?
e. Ilang times dapat ako ma involve sa road accident bago ma permanently revoke ang license ko?
f. Ano po ang pinakatamang paraan sa pakikipagusap o sa pakikipagdeal sa taong nabangga ko?
g. Legal po ba na kukunan ko ng video o picture ang scene of the accident para magagamit ko bilang ebidensya?
h. Kung meron kayong mga kwento sa nangyari sa inyo nung nainvolve kayo sa traffic accident, maari po bang mashashare niyo kung ano ang nangyari?



2. Ibang tao ang may kasalanan, sila ang nakabangga sa akin
a. Ano po ang mga tamang steps na gagawin ko kapag nangyari ito? Ano po ang uunahin kong gawin dapat?
b. Parehas lang ba ang gagawin ko at ang mangyayari sa akin kapag Public utility vehicle ang nabangga ko as compared to private vehicles?
c.Kukunin ba ng traffic enforcer ang lisensya ko o ung nakabangga lang sa akin?
d. Ano po ang pinakatamang paraan sa pakikipagusap o sa pakikipagdeal sa taong nakabangga sa akin?

I am ignorantly naive. I have searched all of the forums and the whole internet and I have also read the whole LTO rules/regulations pamphlet but I can't seem to get a direct answer to my question probably because this is specific for Philippine setting only particularly Davao. I just want to know what are the things that I should do whenever I am involved in a road accident in relation to these two situations:

1. I am the one who is at fault.
a. What are the correct steps that I should do whenever I am faced with this situation?
What is the best thing to do first?
b. Should I do the same things whenever I have damaged a public utility vehicle as compared to a private vehicle?
c. What would be the all the penalties or liabilities that I would receive because of this?
d. Would the traffic enforcer take my driver's license away?
If so, how many days before I could get my license back?
Are there any other extra fees that I need to pay to the LTO?
What type of traffic enforcers have the right to take my license away?
e. How many times should I be involved in a road accident before my license can be permanently revoked?
f. What is the best way to talk things through with the person whom I collided with?
g. Is it legal for me to take pictures or videos of the scene of the accident to be used as evidence?
h. If you have any stories in relation to this, it would very much help if you shared your stories.

2.The other person is at fault
a. What are the correct steps that I should do whenever I am faced with this situation?
What is the best thing to do first?
b. Should I do the same things whenever I have damaged a public utility vehicle as compared to a private vehicle?
c.Would the traffic enforcer take my driver's license away or only the license of the person who is at fault?
d. What is the best way to talk things through with the person who is at fault?

3 times na ko nainvolve sa banggaan so i-share ko na lang anu nangyari, di ko rin masagot yung iba mong tanong, ayaw kong lumabas na nagmamarunong din.

1st accident - binangga ko sa likod yung jeep dahil nag-alangan ako umovertake. I was driving fast. kinuha license namin pareho, punta ng traffic bureau. Kinausap muna ng imbestigador kung maggagawa ba ng police report or mag-aaregluhan na lang kami. Wala akong insurance nun, TPL lang na di naman halos ginagamit (yung kasama sa apply ng license). Aregluhan kami, sinoli licensya namin, bayad ako cash on the spot sa Jeep driver. Walang traffic violations recorded / filed.

2nd accident - ako naman ang binangga, secondary road at midnight, wala halos naabala kasi di naman mainroad nangyari. May insurance kami pareho, comprehensive. Punta kami traffic bureau, file ng police report, bayad ng picture sa imbestigador php350 each kami nung nkabangga sa kin. Tapos contact ko yung insurance company nya to report yung accident. May tumawag sakin from casa to assist and process yung claim. Dala dun ng sasakyan ko tapos repair nila. Walang gastos sa repair on my part, abala lang talaga. Walang traffic violations na binayaran.

3rd accident - nakasagi ako ng nakamotor. Main road nangyari, on the spot kinausap kami ng traffic enforcer kung magpafile ba ng police report or aregluhan. Pag nagfile ng report - same process sa #2 ang difference lang pareho kaming mapapatawan ng obstruction na violation. Usap kami ng rider, nagkasundo kami na aregluhan na lang. Bigay ako ng ibang ID ko sa kanya, palitan ng number, bigay ng pera pambili gamot, hatid sa bahay yung rider, tapos bili ako pyesa para maayos yung motor at bigay uli pera pampagawa bago ko nakuha ID ko. Nagpapirma na lang din ako sa kapirasong papel na nareceive nya mga yun bilang areglo sa aksidente. Since wala akong police report, sarili kong pera pagawa ng nadamage sa kotse ko.
