No penalty for late vehicle registration
by : Joel de la Torre

OWNERS of vehicles whose plate number ends in 9 need not worry because the Land Transportation Office would not impose penalty for late registration of vehicles due to typhoon “Milenyo.”

LTO chief Anneli Lontoc, in a memorandum circular, ordered all regional and district heads to give vehicle owners enough time to register their vehicles.

The deadline for the registration of vehicles with plates ending in 9 was last Friday, September 29.

But there was massive blackout and offices were suspended due to the typhoon.

“Naiintindihan naman namin kung bakit hindi sila nakapag- rehistro, kaya bibigyan natin sila ng allowance,” Lontoc said.

Meanwhile, Traffic Management Group director Chief Supt. Errol T. Pan yesterday asked motor vehicle owners to remove the tinted cover of their license plates to avoid apprehension.

“We are continuing our campaign against vehicles with tinted plastic plate covers and those which are dilapidated, dirty or unreadable or unrecognized,” Pan told newsmen at Camp Crame.

Pan cited provisions of Republic Act 4136 or the Land Transportation Code of the Philippines and RA 6539 or the Anti-Carnapping Act of 1972 which authorize the TMG to enforce the law against unrecognizable license plates.

He said he instructed his men to issue traffic violation receipts to violators, who will be brought to the TMG headquarters in Camp Crame for investigation.

Does this mean that ONLY the TMG operatives are authorized to apprehend violators?

Last monday morning I went to Muntinlupa Lto to register my car ending in 9. Actually extended nga pero walang kuryente kaya no office. Sabi nung isang employee, punta daw ako sa city hall at kumuha ng money order at i dropbox ko daw para hindi ma penalize.

Bakit pahihirapan nila ang tao nang ganoon, when in fact alam naman nila yung situation. What's another extension day.
So I went to Las Pinas instead and was able to register. Naka print sa OR " AMNESTY DUE TO TYPHOON "

I wonder under what violation having unreadable plate covers will be charged to the violator?
