he he sinabi mo pa...yang ang sarili niyang MMDA-ang MAPSA...

mga katoto medyo OT lang ito. i just cant resist telling this kahit corny:

ano tawag sa traffic enforcer sa makati?
    ans: MAPSA
    ans: RAPSA

    ingat kayo sa makati.

maski sa towing malupit sila. at least sa mmda pag nakita nila sticker mo ng wheelersclub (im not sure about the other auto assoc) di ka na pakikialaman basta nakatabi ka. eh sa mapsa naku pipilitin ka talagang dalhin sa impounding area. dun mo pakuha tsikot mo.

legally speaking, the mmda is really just a coordinating agency under the office of the president. the mmda doesn't have legislative authority, hence it really cannot promulgate rules and regulations (ordinances) unless the different local governments take such policy recommendations by the mmda and enact a corresponding ordinance through its local sanggunian. this is a decided case by the supreme court, bel-air village homeoweners association v. mmda yata yung title ng case if i remember it correctly. in this case, the supreme court ruled that the mmda cannot order the opening of a private road because it does not possess the power to do so, being merely a policy coordinating agency devoid of legislative power. this is the primary reason for the strong clamor for the abolition of the mmda. kaya kung di magkasundo ang mmda at ang isang local chief executive, powerless ang mmda sa recommended policies nito. what about the mmda ordinances that the different local governments observe? these are the heads of cities and municipalities na hindi nakabangga ng mmda. if the local chief executives don't agree with the mmda, the former can legally set aside or ignore the mmda policies, just like what's happening in makati. notice the lack of legal remedies pursued by the mmda on its part? =)

shadow -- this news item will help you understand the problem between the MMDA and the City of Makati:

    http://www.manilatimes.net/national/...40819met4.html

it is unfortunate that the real victims in this power struggle between the administration (bayani) and the opposition (binay) are the poor consumers, tsikoteers and the general public

bad trip kasi masyadong perwisyo, kukunin pa sa city hall nila, though mali talaga ako pero ang point ko is pwede nila ako i-verbal warning lang dahil I was parked in a no parking zone pero naka start yun engine ang nasa loob ako ng kotse and naka hazard rin ako, they could merely ask me to leave diba?

BIGLA KANG HAHARANGAN if you are near that corner, TAPOS HAHANAPAN KA NG VIOLATION.

    FEELING PERSONAL CHECKPOINT NILA YAN.

What I did was, eh ano pa, tinakbuhan ko ang gago.
