I wonder if that's covered by contractor's warranty... scary that something like that happened on SCTEX. I cringe at the thought of something like that affecting a major thoroughfare in the Metro.

That looks like it is before a bridge. Notice the steel grating on the foreground that is used to connect the road between bridge sections. Baka nag-meander yung river.
i don't think any car can jump anything unless there is a ramp. All cars are by design to have the wind push down on it, so the moment the front wheels pass the break in the road the nose will dip, and this downward push of air will be greater at higher speeds.
