Street ‘carolers’ will be Rounded Up--MMDA
MANILA, Philippines -- Traffic enforcers won't be going just after erring motorists this Christmas.
Children singing and pestering drivers for some loose change will be promptly taken off the streets, especially in major thoroughfares in Metro Manila. The Metropolitan Manila Development Authority (MMDA) said it will be rounding up street children caught caroling on busy streets beginning next week.
The idea is not a kill-joy move but intended to keep the children out of the way of speeding cars and trucks, said general manager Robert Nacianceno.
"Safety is one of the reasons why we will be also going after children caroling in major roads. We won't be rounding all kids, however," he said.
Caroling from house to house will still be allowed in most neighborhoods, provided that there are no speeding vehicles or busy thoroughfares in the area. "Kids who want to have fun can still sing songs from house to house in their neighborhoods, in front of houses where there are no speeding cars. They can still go caroling," the MMDA official explained.
But children who dart to and from across major roads like EDSA, knocking on windshields and car windows for alms will definitely be taken into custody, Nacianceno added. Other ploys at caroling in the streets involve kids clambering aboard moving jeepneys and banging on improvised drums made of cans and polyvinyl chloride pipes tied together.
Even grown-ups who introduce themselves as members of charitable groups suddenly board jeepneys and pass around envelops, asking for donations for Christmas projects. Nacianceno said the MMDA's traffic enforcers, especially on major streets, will be tasked to round up the children and keep them out of harm's way.
"It's dangerous for children to risk their lives as they knock on windows for loose change. They should be off the streets," he said.
The children will be rounded up beginning next week and will be transferred to the custody of the Department of Social Welfare and Development, he added.
