Hi. Ako nag-apply ng student license last May 2009. kumuha muna ako ng TIN sa BIR sa may Intramuros kasi taga-Manila ako. I called BIR to ask where I should get my TIN, kasi depends on what city you live yata yun. Kahit wala kang work makakakuha ka ng TIN, you just need to specify that the TIN will be used to transact with other gov't. offices (E.O. 98). Wala naman bayad yung TIN if it will be used just to get a license.
I applied for non-pro dl last July 2009 in LTO Tayuman. Around 2:30pm ako nakarating doon. I went straight sa compound ng LTO tapos they gave me a form tapos meron ng female na magsasama sa iyo sa Medical (100Php), super bilis lang ng medical visual acuity lang tiningnan, i-weigh ka tapos kuhanin height mo. Then they'll lead you to the drug testing center (300Php). After you checked negative, they'll fingerprint you. Tapos balik LTO ka na ulit, which is just across the medical and drug test centers.
Inside the LTO you'll pay for the application, they'll get your picture and signature. Then you'll go upstairs to take the exam. Common sense qs lang, may 1 question about hand signals, what does a double yellow line mean, mga ganon. Tagalog nga pla yung qs, 40 items. (Don't buy the photocopied reviewers sa street vendors, kayang-kaya mo masagutan yung mga qs). After that ipa-practical ka nila. 20Php for motorcycle, 50Php for manual car (restrictions 1&2). Pag A/T i-drive mo, you need to bring your own car kasi manual lang meron sila dun. Parang 1 block lang yung pa-drive sayo, umikot lang kami ng 1 street eh. tapos yun na.. pay to the cashier ulit to process your license then after a few minutes you can claim it. Around 2 1/2 hours total for the whole procedure.
