    Opinion lang. Looking at both sides of the coin, even if the government were hyper vigilant at keeping the drains clean and flowing, without the cooperation and self discipline of the people themselves (like responsible waste disposal), it will all be for naught...

    Totoo yan.
    They can keep cleaning it and dredging the rivers, unclogging the drainage pipes and after one week puno ulit ng dumi.
