What's a good PC set-up?

When we bought our PCs before, laging naka-package. A friend told me na hindi daw maganda yung ganun. Much better daw kung ikaw mismo magsasabi ng parts one-by-one. Medyo talo ako dito, because I don't even know what's a good brand for the monitor.

Budget po is 28K, cannot go higher.

I'll try to post the specs nung sa brother ko na kinuha ng 'package'.
