It could be the USB port itself. If your device needs USB 2.0 and your port is only 1.0 or 1.1 ... you need to either buy a PCI card with USB 2.0 ports or upgrade your motherboard.
I sometimes get that message with some Dell laptops whenever I hook up my unpowered 2.5" external usb2 hard drive. I just ignore it and continue which seemed to have no ill effects on the hard drive.
A USB port can supply 5 Volts DC to peripherals. However, the current is very limited ... initially only 100mA (0.1 Ampere) and upon demand, up to 500mA (1/2 Ampere). As you can see, it can only supply a maximum of 2.5 watts.
If your peripheral is connected through a hub, try plugging it directly to the computer's USB port.
