    Noynoy told: Pick cute, smiling, fragrant Cabinet officials


    MANILA, Philippines - Intelligence and a sincere desire to serve the Filipino people are not the only criteria in choosing a Cabinet member. According to Press Undersecretary Rogelio Peyuan, one should also be presentable, approachable and with a good sense of judgment.

    Peyuan gave the unsolicited advice to the next President as Malacañang officials prepare for the end of President Gloria Macapagal Arroyo's term on June 30. Liberal Party candidate Benigno "Noynoy" Aquino III is currently leading the presidential race but has yet to be officially proclaimed by Congress.

    In an interview, Peyuan said choosing the right Cabinet officials is important to ensure a smooth transition to the new administration.

    “Ang mungkahi natin ay mamili ng medyo cute na mga makakasama sa kapaligiran. Nakangiti, medyo maayos ang amoy at hindi pa amoy lupa at malapit na magpaalam...Dapat maganda ang sense of judgment nito kung saan dapat akayin ang kabuuan ng bansa," he told reporters.

    Peyuan said the fate of the nation would depend on the demeanor of the new President every morning as he faces his official family in Malacañang.

    “Ito ay magiging depende hindi sa paggising ng Pangulo kundi depende sa kanyang matatanaw pag dilat ng mata at depende din sa amoy ng hininga ng makakausap niya," he said.

    He added that the new Cabinet should give decent, timely advice to the next President without a trace of anger or retribution.

    He even pointed out that many of the current members of the Arroyo Cabinet are qualified enough and should remain in their posts under a new President.

    “We‘ll take it again as a good gesture that the next President will be a uniting President, the next President will be a healing President, and we are praying that the next President of the Republic of the Philippines will be a listening President. Sa totoo po lamang ay dapat din lamang na huwag po natin na basta aksayahin yung mga ibang karapat-dapat na lingkod-bayan natin, yung tinatawag natin may ibang kaalaman, ibang talento, may ibang bagay sa pamamahala na hindi dapat talagang maging kabahagi ng ating pamumulitika," he said.

    The search is on

    The Liberal Party earlier confirmed that jockeying for Cabinet posts in the next administration has started, with the perceived electoral win of Aquino.

    According to an ABS-CBN source, Corazon "Dinky" Soliman, who served in the early years of the Arroyo administration as social welfare secretary, will be returning to the Cabinet.

    Among those who have been recommended are former Agriculture Secretary Leonardo Montemayor and Ramon Magsaysay Awardee and Naga City Mayor Jesse Robredo for the Department of Interior and Local Government.

    Among those being considered for retention are Health Secretary Esperanza Cabral and Energy Secretary Jose Ibazeta.

    There are also those recommending the return to the Cabinet of former Health Secretary Jaime Galvez Tan.

    Aquino said the LP is still in the process of forming a search committee, which will go through the applicants for Cabinet posts and other top government positions. Former Civil Service Commission (CSC) chairman Karina Constantino David is said to be part of the search committee. With a report from Willard Cheng, ABS-CBN News

    I'm confident this prick Rogelio Peyuan won't be shortlisted for a Cabinet post in the BSA3 government. Medyo maanghang yung mga salitang binitiwan, unsportsmanlike kumbaga.

    Pero baka nga pinatatamaan niya sina sIrAulOhh gOnzAlEzzzh at chAhrIttoh plAhnazzh.

    Yan tuloy, naging jejemon na ako, hehehe

    Malacanang's advice on "cute, smiling, fragrant Cabinet officials": Look who's talking. Pandak wasn't able to achieve it so they're challenging the next admin to try it.

    Insisting that there is nothing wrong with it, a civil society group on Monday defended the right of its members to "serve" under the administration of president-apparent Sen. Benigno Simeon “Noynoy" Aquino III.

    The Black and White Movement (BWM) stressed this even as it served notice to Aquino that the group can be an unforgiving critic of "wrongdoings" under his administration.

    "Just because you’re a supporter di ka pwede maging member ng Cabinet? Maybe they should just send in their resume (Just because you’re a supporter you cannot be a Cabinet member? Maybe we should allow those interested to send in their resumes)," Black and White Movement convenor Leah Navarro said in an interview on dzXL radio.

    She chided some groups for warning Aquino against getting people from civil society groups and allies such as the "Hyatt 10."

    Former Social Welfare secretary Corazon "Dinky" Soliman, a member of the BWM, had been named by Aquino's camp that she will get back in her old post once Noynoy is proclaimed president.

    Chiz's take

    Last week, Sen. Francis Escudero advised some supporters of Aquino not to expect government posts in exchange for their support for his presidential bid.

    "Sana ganoon din ang ibang nagtrabaho at maiingay na nagtrabaho at pinagsigawang nagtrabaho para sa kanya. Di naman siguro nila ginawa yan na may hinihiling na kapalit o sukli. Di naman siguro ginawa yan at di siguro sasama loob nila kung di sila papasok sa gobyerno o mababalik sa dating pwesto," Escudero had said then.

    (I hope the more vocal supporters of Aquino are not expecting posts in return for their support. I want to believe they worked for Aquino without expecting government rewards in return.)

    In the just concluded May 10 polls, Escudero backed Aquino and the vice presidential bid of Makati Mayor Jejomar Binay.

    The Black and White Movement was among the vocal supporters of Aquino’s presidential bid.

    But Navarro said that in her case, she had not applied for a post under the incoming administration.

    "In general there is nothing wrong with serving in government. If you want to serve and you are qualified, bakit hindi (why not)?" she added.

    "Nilalagay ng ibang tao ang ibang kulay porke’t ikaw ay isang supporter at kung aalukin ka ng pwesto o mag-apply ng isang pwesto, which I have not done. There is nothing wrong with that especially if you are willing to serve at may credentials ka at pwede ka sa pwesto (Some people are trying to inject malice into this issue of supporters getting government posts. There is nothing wrong with that especially if you are willing to serve and you have the proper credentials)," she said.

    Ready to criticize

    On the other hand, Navarro served notice to Aquino her group will not hesitate to criticize him for wrongdoings under his watch.

    "Ang aim ng aming movement di lang sumuporta sa gumagawa ng maganda sa gobyerno pero kung may mapupuna tayo di masyadong maganda siyempre yan ang gagawin namin. That’s why we were formed (Our movement aims not only to support those who do good under the government, but also to criticize shortcomings. That’s why we were formed)," she said.

    "Kung maganda ang nangyayari it might be better wala nang need for groups like Black and White Movement (If everything turns out well, there will be no need for groups like ours and it might be better)," she added.

    MANILA, Philippines - A crowd of job seekers and supporters on Friday gathered on Times Street in Quezon City, home of presumptive president-elect Sen. Benigno "Noynoy" Aquino III.

    All of them were eager to see the senator, but they were all unfortunate as the senator has become elusive.

    "Disappointed kami dahil noong nangangampanya siya, siya ang lumalapit. Ngayon kami naman (We're disappointed because during the campaign period, he was the one reaching over to us. Now it's the other way around)," Aquino supporter Remmie Go, a businessman, told ABS-CBN News.

    Some of the people gathered in front of Aquino's home were simply hoping for a photo opportunity with the senator. Some were seeking medical assistance and the others asking for financial help for their children's education.

    There were also job seekers.

    Angelino Gauran, a volunteer in the Aquino campaign, was among those job seekers. He is hoping Aquino would be able to find him a spot in the government for him to be able to support his grandchildren.

    Another volunteer, Ernesto Sicalbo, said he also wants to continue helping Aquino in his reform agenda.

    The others are willing to work as driver, messenger, even household helper, as long as their employer is the presumptive president-elect.

    All applicants were told by Aquino's staff that they would have to seek an appointment first, obviously, because of the senator's tight schedule.

    MANILA, Philippines - Presidential frontrunner Sen. Benigno “Noynoy” Aquino III is eyeing celebrity talk show host Boy Abunda, a close friend of his family, to head the Department of Tourism (DoT).

    Aquino took note of “The Buzz” host’s ability to clearly communicate ideas and understand the audience.

    "He is an icon in the country, and more so for his ability to communicate, to understand the audience and to be able to propound and advance a particular set of ideas,” Aquino said.

    When sought for reaction, Abunda said although he is grateful to be considered, he is not “inclined to accept it.”

    He noted that joining the government would mean him quitting show business. He admitted that he is not yet prepared to leave the entertainment industry.

    “I can help ‘Noy in another capacity. I have a personal relationship with Noy. I think it will be more effective if I continue what I am doing now... giving him advice -- devoid of agenda and bias, devoid of politics,” Abunda said.

    Abunda, also a talent manager, used to be a supporter of losing presidential candidate Sen. Manuel “Manny” Villar Jr. He even appeared in many of the senator’s television advertisements.
