    Corona has severely damaged the reputation, credibility and independence of the Supreme Court by twisting the law to suit his own ends. He of all people has the least right to turn around and say that the impeachment complaint impinges on the Court's independence.

    No one is above the law. Not even the Chief Justice.

    Supreme Court Chief Justice Renato Corona impeached

    The House of Representatives on Monday night approved the impeachment of Chief Justice Renato Corona for alleged graft and corruption, culpable violation of the Constitution, and betrayal of public trust.

    In a matter of hours, 188 of 284 congressmen signed the verified complaint against Corona, which allows it to be transmitted directly to the Senate without undergoing House committee deliberations.


    Swift Action: How the House impeached Corona in a day2:30 p.m. – Members of the majority coalition gathered inside the Andaya Hall of the House of Representatives for a caucus. At the start of the meeting, House Speaker Feliciano Belmonte Jr. gave his opening statement. Majority Floor Leader Neptali Gonzales explained the House leadership’s stand on Chief Justice Renato Corona’s impeachment. Iloilo Rep. Niel Tupas Jr. gave a presentation on the articles of impeachment.

    4 p.m. – House majority members begin exiting the Andaya Hall. Deputy Speaker Jesus Crispin Remulla said members of the majority were asked to voluntarily sign the impeachment complaint against Corona. Bayan Muna Rep. Teodoro Casiņo divulged that Corona is being impeached based on three offenses: betrayal of public trust, graft and corruption and culpable violation of the Constitution.

    4:40 p.m. – House majority ends caucus. Iloilo Rep. Niel Tupas Jr., House justice panel chair, enumerates articles of impeachment to the media, and revealed that more than 100 lawmakers have already signed the complaint. ACT Teachers’ party-list Rep. Antonio Tinio said congressmen lined up to sign the impeachment complaint.     Corona is widely associated with former President Gloria Macapagal-Arroyo, who is currently facing electoral sabotage charges in connection with alleged irregularities in the 2007 elections.

    House Majority Leader Neptali Gonzales said the House will transmit the impeachment complaint to the Senate on Tuesday, four days before the start of its Christmas recess.

    Deputy Speaker Arnulfo Fuentebella, who presided over the plenary session, proceeded to order the House secretary-general to transmit the complaint to the Senate despite opposition from House Minority Leader Edcel Lagman, who was questioning the swift action on the case.

    Lagman had earlier described the impeachment complaint as the "mother of all blackmails."

    Swift action

    The 57-page impeachment complaint was formally approved by the chamber just hours after the House majority discussed the grounds for Corona’s ouster in a caucus.

    House Speaker Feliciano Belmonte Jr. said majority lawmakers decided to impeach Corona on their own and not because of any orders from President Benigno Aquino III, who has been questioning the chief magistrate’s impartiality.

    “Hindi ito utos, but definitely, he [Aquino] is in favor of it. We can say that he had been talking about this but it is really our own doing but with his full support,” he said.

    The impeachment came on the same day Corona, at a flag ceremony at the Supreme Court, bared an alleged plan to oust him from office "by any means fair or foul." However, Corona vowed not to leave his post. His tenure ends in 2018.

    Corona’s 'offenses'

    Arroyo had appointed Corona to the high court in April 2002. A few days after the May 2010 presidential elections that Aquino won handily, and barely a month before she left office, Arroyo appointed Corona as chief justice, setting the stage for the high court's conflict with the executive branch.

    Corona once served as Mrs. Arroyo's spokesman and chief of staff when the latter was still vice president. When Mrs. Arroyo was catapulted to the presidency in 2001, Corona then assumed various posts — presidential chief of staff, presidential spokesperson, and acting executive secretary.

    I personally do not like this. The cycle of abuse is just being perpetuated here.
    This can happen all over again. Precedence. A new president can always ask his allies in congress to impeach an SC justice he doesn't like.

    OT. Kung ang members of the executive at judiciary ay pwedeng maalis by impeachment, paano maalis ang members ng senate at congress sa posisyon nila??? dati ko pa napapansin na parang untouchable ang congress.

    Hey, you can go to jail, even if you're a Congressman or Senator.

    But...

    You will still be a Congressman or Senator... and you can still win a Congressional or Senatorial seat from jail...

    it did happened 10 years ago. ang nakikinabang ng husto e yung prosecution ek ek. so expect the ruling party line up on 2013 for senatorial elections of neil tupas(anak ng ng may corruption charges so you will know what to do once nasa power na rin sya. para rin syang si corona), r. farinas(a very mysterious person especially if you know the guy, yung mga mahilig sa scandal decades ago alam to for sure), colemares, etc.

    i am not in favor of Corona. what i dont like is their process and their underlying motives behind the procedures.

    Cong. Toby Tiangco quits the majority. He is saying that the congressmen weren't allowed to interpolate or question the articles after it was presented. It was a take it or live it affair, probably with their CDF attached. It was done it haste to prevent the public from debating it. What is scary here if PNoy can get away with this, what is to stop him from doing it to others who defy his wishes... that ends do not justify the means.

    PRESIDENT Aquino convinced congressmen to impeach Supreme Court Chief Justice but did not force or blackmail anyone to sign the complaint as claimed by Arroyo allies, House majority leader Neptali Gonzales II said yesterday.

    Gonzales said the President initially made his intention known during meetings with members of his Liberal Party, and coalition partners eventually decided to go with the plan.

    "The President made his case with members of the LP. He did not force anyone to support his cause. Ganun naman ang Presidente, he will not force you. At the end of the day, you will be the one to decide," he also said.

    Gonzales said the President "does not mind the public knowing that he’s part of the (Corona) impeachment."

    "First of all, wala namang maniniwalang di involved ang Presidente sa nangyari. Wala naman siyang tinatago, he’s transparent. He’s the kind of president that what you see is what you get. Siya ang tao na lumalaban talaga (ng harapan)," he said.

    He said the President wanted Corona impeached because he could not expect fairness from Corona in cases involving the government.

    Gonzales’ statements came a day after Malacaņang, through deputy presidential spokeswoman Abigail Valte, said any action taken by Aquino’s partymates at the House would be independent of Aquino’s stand.

    Justice Secretary Leila de Lima, apparently unaware of Gonzales’ statements, said Aquino did not use of his alliance with congressmen in railroading the impeachment complaint.

    She said the administration should not be compared with that of Arroyo who has been known to kill impeachment complaints against her by bribing House members.

    The majority bloc lost Navotas Rep. Toby Tiangco because of the speed with which it disposed of the complaint which got the support of 188 House members led by Speaker Feliciano Belmonte.

    Tiangco said while he is not an Arroyo ally, he was "shocked" to hear the opening statement of the House leadership that because of Corona’s association with his "patron" Arroyo, "he is the obstacle to the plans of the President, and that the only thing to do is to remove the Chief Justice."

    "We were clearly given two choices: to sign or not to sign," Tiangco said. "But the worst part of it all is (we were told) that no questions would be entertained."

    Tiangco, who also lost his chairmanship of the House committee on Metro Manila development, said he was not even given the chance to read the complaint. – With Jocelyn Montemayor and Evangeline de Vera
