    MANILA, Philippines - Senator Miriam Defensor-Santiago said only the taxpayers should be allowed to participate in the elections to prevent patronage politics in the country.

    Santiago said those who don't pay taxes are among the poorest of the poor and are vulnerable to receiving money from politicians, which she said is a form of patronage politics.

    "Change the Charter so that only taxpayers will be allowed to vote. Kasi kung hindi siya nagbabayad ng tax, mahirap na mahirap siya. Maski sino na lang, basta bigyan siya ng pera, kahit bigyan mo ng konti, that is patronage politics," Santiago said.

    "The taxpayers are being ruled by the choice of the nontaxpayers," she added.

    The feisty senator made the suggestion as she returned to the senate this week after being on extended sick leave for acute chronic fatigue.

    But on Wednesday, she was able to preside over a hearing of the foreign affairs committee of the Commission on Appointments.

    "The whole system is just so bad. That’s why people get sick. I think this is the country with the most sick population in the whole world," Santiago said.

    "We continue to go to work as if nothing happens. We are really really sick. We are morally sick. We are mentally sick. The higher the position, the higher the mental sickness.

    In a press briefing yesterday, Santiago also made a suggestion to her fellow lawmakers tagged in the alleged pork barrel scam.

    "Eat blank and die," Santiago said, adding that those who are spared from the controversy should commit “hara-kiri.”

    The veteran lawmaker also said she is raring to attend the Senate investigation into the pork barrel scam to grill the whistleblowers and Janet Lim-Napoles, the alleged scam mastermind.

    Huwag naman, pangarap ko din na matupad yan eh. Magalit na ang magalit.

    Para naman ang middle class na ang may majority decision at tsaka hindi na lang basta milking cow nang gov't.

    Siguro it should be expanded to anyone who files correct ITRs, not necessarily those who pay. Some people are poor due to circumstances not of their doing, or liking.

    i certainly get what you guys are saying...the ones who pay for the government's "expenses" should have a say in who leads it.

    Seriously, maybe then Gordon gets a chance to win the presidential elections. How about retired senior citizens living on pension/savings? They don't pay taxes na diba?

    Puwede, pero tingin ko dapat may cut-off ang tax,- say minimum of P10K ang tax payment.... puwede mapa college graduate o hindi basta ma-meet ang minimum tax payment....

    Kapag ganyan(minimum na P10K ang tax),- hindi kasama ang mga professionals (doctor, abugado, inhinyero et al) dahil P6K average lang ang ibinabayad nilang tax,- aba e- halatang may magic ito... Tsaka, ano na lang ang pupuntahan ng P6K annually sa "nation building"?

    I was quite affected by a book STARSHIP TROOPERS (written by Robert Heinlein) I read years before. In the book, citizenship (including the right to cast your vote) is not automatic. You need to give at least one term of military service to be granted "citizenship".

    Anyway, I say those who have graduated from certified colleges or universities and those in the military should be the only ones granted the right to vote. This should (at least) create a voting base that is more intelligent and less likely to simply choose on the basis of popularity on TV.

    kung ma imlpement ito, i was thinking during the last senatorial election, gordon should be in and nancy binay should be out of the top 12 baka ganyan ang resulta should this have been implemented beforehand.

    actually i'm against that, there are lots of non college graduates that are successful. IQ test na lang dapat for voters tapos for candidates na lang yung dapat college graduate.

    Agree with you on that bro.,- masyadong harsh kung kailangang college graduates pa...

    Kaya nga ang suggestion ko,- minimum tax payment - like P10K or P20K - dito pa lang hindi na makakasama ang mga nandadaya sa tax katulad ng mga professionals na P6K lang daw ang average tax.... At ang mga hindi nakapagtapos,- magagaling din silang tao dahil nga may abilidad na kumita ng malaki sa negosyo,- plus nag-contribute sila sa bansa through their tax money.

    Tsaka mahirap pondohan ng mga pulitiko ang kanilang voting public - isipin mo,- P20K tax money per person ang "investment mo"?.... Kung kakagatin ng mga pulitiko okay lang,- balik ang pera sa gobyerno.

    Sabagay, may tama ka nga dyan sa sinabi mo. Dapat kasi magkaroon ng criteria ang mga pwedeng magrehistro. Dapat siguro atleast College graduate or may sariling negosyo na kumikita ng hindi bababa ng PXX,XXX.oo or basta OFW hEhEhE pwede nang bumoto.
