    One threat involves the seizure ofterritory from our homeland while the otherinvolves the carving of a homeland out of our territory.

    These two divergentthreats converged on the same day, March 19, when 20 Philippine senators in Manila issued a Mamasapano report which undermined Pres. Aquino's proposed peace agreement with a Filipino Muslim group seeking to create a Bangsamoro homeland within the Philippines, while in Washington DC, four US senators wrote a letter to the US secretaries of State and Defense to denounce China for its invasive land reclamation activities within the Exclusive Economic Zone (EEZ) of the Philippines.

    Remarkably, these US senators are four more than the total number of Philippine senators who have denounced China's invasion of Philippine territory. Not a single Philippine senator hasstood up on the Senate floor to condemn China's massive land reclamation of Philippine territories in the West Philippine Sea growing 11-fold: 28 acres (114,000 square meters) in Burgos Reef (Gaven Reef); 25 acres in Mabini Reef (Johnson Reef) and increasing Kagitingan Reef (Fiery Cross Reef).

    They are not swayed by the fact that,in a nationwide poll conducted by Social Weather Station (SWS) from December 2013 through January 2014, "an overwhelming majority of Filipinos (93 percent) back the government's efforts to defend the national territory" against China.

    That's right folks, the only senators willing to criticize China for invading Philippine territory are in Washington, DC. In their letter, the fourUS senators (John McCain, Robert Melendez, Jack Reed and Bob Corker) expressed grave concernabout China's land reclamation and construction in the West Philippine Sea. "While other states have built on existing land masses, China is changing the size, structure and physical attributes of land features themselves. This is a qualitative change that appears designed to alter the status quo in the South China Sea," they wrote.

    "It is our understanding that the majority of this work has been completed in the past twelve months alone, and if current build-rates proceed, China could complete the extent of its planned reclamation in the coming year," the letter added.

    What is China building on these newly created islands?

    According to James Hardy, Asia Pacific Editor of IHS Jane's Defence Weekly, a publication specializing in military affairs, "Where it used to have a few small concrete platforms, it now has full islands with helipads, airstrips, harbors and facilities to support large numbers of troops.We can see that this is a methodical, well-planned campaign to create a chain of air and sea capable fortresses across the center of the Spratly Islands chain."

    Threat to national security
    The Philippines first learned of China's massive land reclamation activity when its Philippine Air Force plane noticed significant reclamation activity in the Mabini Reef while searching for the missing Malaysia Airlines plane in February of 2014. In the span of one year since then, the shoals of Mabini Reef now contain an airstrip and port facilities on 25 acres of land.

    Former National Security Adviser Roilo Golez posted the Chinese corporation's designs for the islands on his blog and warned about the dangers posed to Philippine national security and to ASEAN stability if China completes its military installation in Mabini Reef. In an interview on ANC, Golez said:

    "You can see this is probably a mile-long airstrip. It's almost like an airport, ...there's a dock for ships. I understand it can support and resupply frigates. But what is very threatening is that mile-long strip because now they can base their fighters there. I'm looking at, for example, a J-11 fighter jet made in China that has a range of 2000 miles... So it can threaten all our vital military installations including the installations we can make available under EDCA."

    EDCA is the Enhanced Defense Cooperation Agreement between the US and the Philippines, which will allow the U.S. military to have access to Philippine bases across the Philippines archipelago for a 10-year term "on a temporary and rotational basis." The Philippine government views the presence of these U.S. troops as deterrence to China's territorial ambitions.

    Philippine senators have been quick to denounce EDCA for violating the Philippine Constitution, which prohibits the establishment of foreign military bases in the Philippines. But none of them have denounced China for installing as many as eight military bases on Philippine soil.

    Why are these Philippine elected officials so fearful of criticizing China?

    Many of these senators fear that they may not be able to visit China. More importantly, these politicians rely on the financial support of Chinese-Filipino ("Chinoy") taipans. Among the top Chinoy billionaires are Henry Sy, Lucio Tan, Andrew Tan, John Gokongwei, Jr., Tony Tan Caktiong, Ben Chan, Edgar Injap Sia and Ramon Ang. They own the largest corporations in the Philippines from SM to Jollibee.

    Many of them have billions of dollars of investments in China such as the Eton Hotel in Shanghai, which is owned by Lucio Tan. Due to their heavy investments in China, these taipans will be very receptive to any "suggestions" from the Chinese government as to which Philippine candidates to support or not support.

    China called Aquino's bluff

    In his 2011 State of the Nation Address (SONA), Pres. Aquino warned China: "Our message to the world is clear: what is ours is ours. Setting foot on Recto Bank is no different from setting foot on Recto Avenue," he said.

    But apparently, setting foot on Scarborough Shoal (Bajo de Masinloc), Mabini Reef, Burgos Reef, Kagitingan Reef and other reefs in the West Philippine Sea is not the same as setting foot on Recto Bank.

    All the Philippine governmenthas done inresponse to China's invasive acts has been to file an arbitration claim before the United Nations International Tribunal on the Law of the Sea (ITLOS) arguing that China, a signatory to the United Nations Convention on the Law of the Sea (UNCLOS), shouldrecognize that the EEZ of each country is 200 nautical miles of the country's land base belongs to that country.

    But China has chosen to ignore the ITLOS claim before the U.N., and theclaim will not be decided until April of 2016. In the meantime, China is furiously completing its massive land reclamation of the Philippine shoals in the West Philippine Sea.

    What China understands is that under UNCLOS, "islands"carry more significancethan "rocks." Holders of "islands" gain an Exclusive Economic Zone, which confers key rights within 200 nautical miles of the coastline, including exclusive access to energy exploration.



    This is the method to the madness. What were once just rocks protruding in the sea have been transformed by China into islands which they claim to own based on centuries' old maps and on a "nine dash line map" drawn by a Kuomintang general in 1947.

    The Philippines insists these shoals -- despite their island transformations --are still justa combination of rocks and "low-tide elevations", which carry fewer privileges and significance in UNCLOS.

    Ph will soon be in China's EEZ

    Professor Richard Heydarian of the International Relations Department at the Ateneo de Manila University believes that China is changing the facts on the ground by reclaiming and occupying disputed waters and land features.

    "The way China looks at this is, down the road, they have to face the legal opinion arbitration. And if you look at the recent trends in international arbitration, they give priority and prerogative to the countries who continue to establish and exercise effective and continuous sovereignty. If China will be able to build structures there, and they turn these structures into islands and project into 200 nautical mile economic zone, somehow they'll be able to argue this legally."

    China stationed two hydrographic ships in Recto Bank in August 2014 and has ignored demands by Pres. Aquino to withdraw its invading ships immediately as Recto Bank is only 80 miles from Palawan well within the 200 mile EEZ of the Philippines. Recto Bank reportedly has 50 billion barrels of oil and 16.612 trillion cubic feet of natural gas underneath it, enough to fuel China's energy needs for the next century.

    The only Philippine military presence near the Recto Bank is a small detachment of Philippine marines stationed on a grounded ship, the Sierra Madre, by Ayungin Reef which is the gateway to the Recto Bank. China has surrounded the Ayungin Reef with at least six ships blocking Philippine Navy access to the Sierra Madre. Employing this "cabbage strategy," China sees itself occupying the Ayungin within a year.

    Once China completes making Chinese "islands" out ofthe Philippine shoals, China will soon claim that Recto Bank is within its EEZ. After that, China will make the same claim for Palawan and the rest of the Philippines will follow.

    By then, the contentious issue of whether Bangsamoro is a homeland within the territory of the Philippines will be moot.

    Perhaps by then, one Philippine senator will stand up to denounce China.

    AFP to China: Stop reclamation activities in West PHL Sea

    (Updated 7:56 a.m.) The Armed Forces of the Philippines on Monday called on China to stop its reclamation activities in the West Philippine Sea.

    "We are amazed at the pace that China is reclaiming the area. It's fast, but I hope it's not furious," AFP chief Gen. Gregorio Pio Catapang said.

    Latest satellite photos published Thursday show China has made rapid progress in building an airstrip suitable for military use in contested territory in the Spratly Islands in the West Philippine Sea, and may be planning another.

    IHS Jane's Defense Weekly said March 23 images from Airbus Defence and Space showed work on the runway on reclaimed parts of Fiery Cross Reef (Kagitingan Reef) in the Spratly archipelago, which China contests with the Philippines, Vietnam, Malaysia, Brunei, and Taiwan.

    "Some countries have reclaimed areas but not that big. Unfortunately, the size of China's makes us wonder about its purpose," Catapang told reporters.

    Catapang said the military will "continue with out modernization program to put up a credible defense force for our territorial defense."

    The AFP also said it finds unacceptable China's denial that its reclamation activities have not caused harm to the environment is unacceptable.

    IMO, kaya di pa gumagalaw ang UN dahil di pa totally kontrolado ng china ang west Phil sea or spratleys kaya wala pang reasons ang UN na bombahin sila. ang ibig kong sabihin totally control kapag kailangan pa humingi ng air & sea clearances ng any countries to pass tru sa areas claimed by China. i bet si uncle sam pa ang mangunguna sa bombing sa china kapag nagiging threat na ang China sa military defense o positioning ng kano beside billions ang trading ng US to china.

    press con ng AFP general (forgot his name) na ihinto na daw ng china ang reclamation sa west phil sea. hmm astig pa nga ang pagkasabi nya. alam naman natin na di sya/tayo papansinin ng china. sayang lang ang laway ng general nung sinabi ito. sana bigyan na lang ng pansin ng AFP yung mga pinoy war veterans sa kanilang pension na karamihan di pa naibibigay sa kanila o kaya sa mga asawang nabalo na.

    China to buy advanced S-400 missiles from Russia

    The deployment of the Russian S-400 surface-to-air missile system will substantially improve China's air defense capability, military experts said as Russian media reported that China has bought the cutting-edge weapon.

    "The S-400 is definitely one of the top anti-aircraft weapons in the world. It will greatly supplement the People's Liberation Army's air defense system, which now has some loopholes in long-range, high-altitude defense of airplanes or ballistic missiles," said Wang Ya'nan, deputy editor-in-chief of Aerospace Knowledge magazine.

    "The system has multiple types of missiles with various ranges, enabling it to safeguard a very large area of airspace. Some of its missiles are even specifically designed to intercept ballistic missiles," Wang said. "Moreover, some of its launch tubes can store and launch several different missiles, which makes it very convenient and fast to use."

    Russia has a long history of developing anti-aircraft and missile defense weapons, so the S-400 is a concentration of some of the most advanced missile technologies Russia has, such as an active electronically scanned array radar, according to Wang.

    "China still lacks experience in the development of long-range air defense systems, especially those that can intercept ballistic missiles. There is no shortcut because the development of such sophisticated weapons requires a great number of experiments and tests. It is a matter of time and resource input," he added.


    New generation missiles
    According to Russian media reports, the S-400 is a new-generation, anti-aircraft weapon system capable of engaging any aerial target, including airplanes, helicopters and drones, as well as cruise and tactical ballistic missiles, with a maximum speed of 4.8 km per second. The system's 40N6 missile can destroy airborne targets at ranges up to 400km.

    Anatoly Isaikin, chief executive of the Russian state-run arms trader Rosoboronexport, confirmed on Monday that China has a contract with his company for the purchase of the S-400 air defense systems.

    "I will not disclose the details of the contract, but yes, China has indeed become the first buyer of this sophisticated Russian air defense system. It underlines once again the strategic level of our relations," Isaikin told the Russian newspaper Kommersant.

    China clinched the deal in September at a cost of more than $3 billion for the delivery of at least six S-400 battalions, Moscow Times reported.


    Long range
    Currently, China relies on its domestically developed HQ-9 and the Russian-made S-300 missile system, according to Western military observers.

    Du Wenlong, a senior researcher at the PLA Academy of Military Science, said the operational ranges of modern military aircraft and missiles are much longer than their predecessors, so an effective defense system must have long-range missiles that can hit aircraft as well as cruise missiles and tactical ballistic missiles.

    "Our air force has deployed the Russian S-300 systems, which are good at dealing with aircraft, but their performance in intercepting cruise missiles and tactical ballistic missiles is not very satisfactory," he said. "After we commission the S-400, it can work with the HQ-9 and S-300 to form a fully covered air defense network."

    Zhao Zhihua, a senior missile researcher at China Aerospace Science and Industry Corp, a major developer of China's missiles, said that through the introduction of the S-400, China can gain a lot of experience and expertise on how to operate a missile defense system.

    "Operating such a complex system will go beyond our current knowledge and experience, which in turn will teach us things that we don't know, so it is worthy spending big money buying it," he previously told the Ordnance Industry Science and Technology magazine.

    PHL govt confirms Chinese drove away Pinoy fishermen from Panatag Shoal

    (Updated 6:26 p.m.) A Chinese vessel drove away Filipino fishermen from Panatag Shoal, the Philippine government confirmed Monday.

    Communications Secretary Herminio Coloma Jr. said the “incident” off the Zambales coast has been verified by the Philippine Coast Guard.

    “The PCG has verified and confirmed the reported incident involving fishermen in Bajo de Masinloc (another name for Panatag). However, the actual number of fishermen has not been verified,” Coloma said in a short statement sent to the media on Monday afternoon.

    He added that the PCG already came out with a report on the incident, which was forwarded to the Department of Foreign Affairs and the Department of National Defense.

    GMA News Online contacted acting PCG spokesman Commander William Arquero to get more details on the incident, but he has yet to respond as of posting time.

    Fishermen from Pangasinan who were involved in the incident earlier said the Chinese Coast Guard used a water cannon to drive them away from the shoal.

    Panatag Shoal, which is also called Scarborough Shoal, was the site of a standoff between Philippine and Chinese vessels in 2012 when the Philippine Navy tried to apprehend Chinese vessels fishing in the Philippine-claimed shoal.

    Even before Malacañang’s confirmation of the incident, Armed Forces chief General Gregorio Pio Catapang said authorities are exploring the possibility of providing PCG escorts for Filipino fishermen going to disputed waters in the South China Sea.

    Recent satellite images also showed Chinese reclamation and construction activities in disputed territories.

    Increased ‘maritime domain awareness’

    Coloma, for his part, said the Philippine government is determined to increase the PCG and the Philippine Navy’s capabilities to deal with similar incidents.

    “Sinisikap ng pamahalaan na mapahusay ang kapasidad ng Philippine Navy at Philippine Coast Guard hinggil sa maritime domain awareness upang agarang matunton ang mga kahalintulad na insidente at mabigyang proteksyon ang mga mangingisdang Pilipino kung kinakailangan,” the Palace official said.

    He added that the administration will continue to equip the PCG and the Navy with modern equipment to patrol and protect the country’s coastline.

    “Ito naman ay idini-deploy sa pinakamainam na paraan para magkaroon nga nitong tinatawag na maritime domain awareness, upang malaman iyong mga mahahalagang nagaganap sa sinasakop ng ating territorial waters,” he said.

    Manila and Beijing are locked in a territorial dispute over resource-rich parts of the South China Sea.

    The Philippines, which calls the disputed areas the “West Philippine Sea," has sought international arbitration before a Netherlands-based tribunal to nullify China’s massive claims.

    China uses the so-called “nine-dash line” to claim ownership of almost the entire South China Sea, while the Philippines uses the United Nations Convention on the Law of the Sea (UNCLOS) as basis for its claim.

    Beijing earlier rejected international arbitration proceedings to settle its territorial dispute with the Philippines, insisting instead on bilateral talks to settle the matter.
