    Solons want free parking in malls, schools and hospitals - Auto News
    Representatives Rufus Rodriguez (2nd District, Cagayan De Oro City) and Maximo Rodriguez Jr. (Party-list, Abante Mindanao) have authored*House Bill 4298, which'seeks to prohibit the imposition of parking fees for the use of facilities provided by shopping malls, schools, hospitals, hotels and other similar establishments.'

    Under the bill, drivers who park at establishments can waive off the parking fees if they can present a receipt or validation indicating they spent money or patronized the establishment or a store therein from which they parked.

    Owners of establishments like malls and hotels, the congressmen said, take advantage of the volume of vehicle that need to be parked as people visit their malls or establishments by ‘charging them exorbitant parking fees despite the fact that these people park to patronize their institutions.’

    They point out that although some malls offer a fixed rate, other ‘big shopping centers’ charge P40 for the first three hours of parking and then an additional amount for every hour in excess, while hotels charge upwards of P100 unless the ticket is validated.

    Only if the driver cannot present a receipt or validation can the establishment charge up to P500 for the use of the parking facilities, the bill indicates.

    "There is a need for us to regulate the imposition of parking fees by all establishments, whether public or private, thereby making it free of charge if proven that the person has made a purchase or have availed of the services provided by said establishment, as evidenced by his receipt or the proper validation. Otherwise, the establishment can charge the consumer with high parking fees considering that he simply used the parking space without patronizing the establishment," Rodriguez said.

    If passed and signed by the president the bill notes that ‘any person or establishment, whether public or private, who violates the provisions of the act shall be fined with not less than P100,000 per customer that is charged a parking fee or imprisonment of not less than six months or both, upon the discretion of the court.’

    The two congressmen are also the same proponents of the*bill that seeks to impose higher registration for owners of multiple cars under one name.
    Ngayon pa lang may mga establishments na na pahirapan maghanap ng slot kahit mahal. Pano pa kaya pag ginawang libre?

    Although part ng batas eh ganun na nangyayari, like free parking if you bought the minimum amount.

    I think it's fair since there's a minimum spend to get free parking. Sa St Luke's there's a different rate for patients. I just presented my lab results when they charged me the regular rate.

    Nope. Not fair.

    A business has costs, and is built around the costs. And parking structures are also built around those costs.

    If this is parking on the sidewalk in front of the business, they may have a point. But if this is an open lot the business had to purchase (and, let's be brutally frank, any open lot left in Manila that's big enough to use as a parking lot is worth tens of millions of pesos) or worse, one that they had to build, then no... you cannot force them to provide the service for free.

    May barkada ako gusto ko gayahin kasi hindi nagbabayad ng parking yun.

    Ang supermarket nya = puregold ang laki ng free parking. (kaya bumagsak sales ng sm supermarket dito sila talo ng puregold)

    Sa mall naman favorite nya robinson magnolia kasi side street ng mall pwede parada or kahit wag na dala kotse pwede nga lakarin medyo walking distance lang.

    Ako pumunta sa centris mall ng 9pm kasi bili ako milktea. Grabe yung sideparking may 30 pesos charge. So hindi na ako bumaba kotse pumunta na lang ako sa wilson street. Konti na lang idadagdag ko eh makakadalawa tie-guan-yin na ako. Sa parking kasi eh parang sa hangin napunta yung pera ko. Kaya goodbye centris.

    Kapal ng face centris mall. Mukha naman nilalangaw eh sumisingil pa ng parking.

    Greenhills nga pag 8pm pwede na magside parking doon sa paikot.

    Oo nung saturday mga 9pm tamang tama mapapadaan ako centris tapos may lumapit may dalang booklet sabi 30 pesos daw. Sabi ko magtake-out lang ako chatime. Sabi bayad pa din daw. So ang ginawa ko eh alis na lang ako lipat sa wilson street.

    Last na punta ko centris year 2013 pa.

    Ngayon may mcdo na at dealership ng bmw ata yun.

    Pero pwedeng pwede naman gumawa ng batas ang gobyerno (kung wala pa) na pag magtatayo ka ng mall, condo, office bldg, school or any commercial establishment, kelangan may kasamang parking area yan tintayo mo, at obviously mag cause ng trapik yan once matayo na. No parking area, no building permit, no ifs, no buts.

    The law is there sometimes to control people's greed. Kung puro greed paiiralin natin, WWIII na tayo matagal na. Just my opinion.

    SM Southmall and Metro Walk free parking. Metro mall in Alabang has free parking for a minimum spend. Market Market used to be free parking. S&R used to be free parking for unlimited hours, I think they only imposed the 2 hr limit when parking became difficult at BGC. I have a thing for paying for parking, it's not really about the money but whether an establishment has free parking or not has a big influence on where I am going. Kaya I prefer going to establishments that are not in the mall, para free parking

    Kasi kung iisipin malaki yung 30pesos na parking na good for 3 hours lang. Nung college days pa ako. syempre katas pa ni daddy at mommy pera ko eh wala ako pakialam punta ng mall sa galleria tapos bayad parking. Pag naboring lipat ng megamall bayad ulit ng parking. Kung tinatamad punta naman shangrila another parking. hahahahahaah

    Pero ngayon hindi na mangyayrari yan.

    Sa 30 pesos konti na lang idadagdag ko makakain na ako french macaron.

    coz if they charge parking they'll lose whatever edge they have left

    yung mga siga alam nila kahit may bayad ang parking pupuntahan parin sila

    Actually there is a rule that is being implemented by the local city engineering of each city, that requires parking space for new buildings. There is a ratio they follow. I heard in qc that they require 1 parking space for every 4 or 8 (I forgot which but it's one or the other) condo units.

    I was offered a condo unit. I asked the agent how much for parking. Their parking space is more expensive than their studio unit. wow, just wow.

    In a certain city, the city engineering office wanted me to provide 30 parking spaces for my store. Crazy! I am only renting the land and building. Good thing the land is a lot bigger than the building so I did not have to contest the rule. In my 5 years there, I've only seen a max of 4 cars parked in my store at any given time, plus my 3 delivery trucks. And one of the parked car is my car. So only 3 cars belong to customers at any given time. If I can fill the 30 slots they wanted with customer cars, I would be very happy!

    Btw, for those who don't know, a standard parking space measures 12.5 Sqm.

    Thirty spaces? That's madness. Unless your store is a full-sized supermarket, you will never use all thirty.

    I feel sad every time a place that previously had free parking starts to charge, but that's business.

    Free parking makes sense not only as an incentive to customers, but to ensure that customers can actually shop at your store (if there is no parking lot nearby for them to park, you will have no customers. Charging for parking makes sense when the freeloaders start abusing your store as a place to park their car when they're going to their office next door or down the street.

    I once had a trip where I dropped off my car at Alabang, taking advantage of free parking, carpooled to Manlia, then went back for my car before the grocery closed.

    In the end... kahit may minimum minimum purchase diyan, either the lot owner still loses, or they simply jack up the prices of their items to cover their losses.

    In the meantime, though... all my groceries... South Supermarket Alabang. Unlimited free parking. Grocery isn't crowded (although the parking lot is always full) and their stuff is nicer than everyone else's. S&R has some imported stuff South Super doesn't, but South Super is more complete.

    Paborito kong malls dati fisher mall and centris dahil free parking. Ngayon may bayad na din. Dapat libre maski 1hr lang. Grabe kasi pag may kailangan ka lang bilhin na 100 pesos or less napapamahal pa dahil sa parking. Lalo pa kung sa sm annex ka pupunta 45-50 pesos ata parking doon.

    Yep so tataas renta ng mga tenants and in effect pasa din nila sa consumer...

    There is no free lunch people! Maintaining a parking lot costs MONEY!!!
