What will happen to 4x4 pick-up trucks?

According to the excise tax, the pick-up trucks will only recieve very minimal change in prices, whether higher or lower.

And as far as I understand, 4x4 vehicles will get a tax break?

So all in all, will 4x4 pick-ups have lower prices after the excise tax is fully implemented?
