Short answer is NO. There are many articles online explaining why undercoating is not necessary anymore.

Brand new from the dealership? Definitely NO

Now my question is, after a number of certain years, hindi na ba kailangan ulitin yun?

It depends on your driving conditions or terrains.

If you use your car in harsh environment like construction sites, off-road, muddy road, near salt water, dessert, etc. maybe it would be good to undercoat after 3-5 years.

If you use your car in normal environment, city and highway roads, optional to undercoat after 10-12 years.

This is just my opinion. It is up to you as the owner to determine when it is appropriate to do undercoat.

For me, unless you are living beside the ocean, there is no need to apply another coat on top of the original undercoating. It will just add weight to the vehicle thus affects fuel consumption.
