if you are choosing goodyear, avoid buying the NCT3 model tires. Although they are cheap, they loose their grip easily in the rain. NCT3 tires also do not gradually loose grip, they grip now and do not have grip in the next second.

Don't base it by brand alone, NCT3 by Goodyear is the crappiest of crap you can buy, but NCT5 is much better... So walang sense comparing brands alone... Especially true if you're referring to low-end passenger tires like 14s and 15s. Get the ones with long tirewear and check the year it was manufactured... Tires usually start to stiffen after 3 years, so if you get a new one manufactured 2-3 years ago, it'll get damaged very easily.
