    Sir Hens,

    Parang ganun nga mangyayari... Currently, exempted yong OFWs from paying the TF at Travel taxes... kutob ko, after na ma-implement yong TF na yan sa mga OFWs... Travel tax na naman...tsk..tsk...tsk...

    walang TF ang OFW mag impose baga sila heheheh...

    sa gobyerno ni GMA di lalaot dadali lahat ng dapat isingil sa OFW isisingil nila hahahhaa...

    bad trip talaga, pahirap talaga tong si arroyo, lahat ng pwedeng raket/tax gagawin para kumita ang gobyerno, madalas pa naman akong umuuwi diyan sa pinas.

    di papayag ang poea dyan. kung may terminal fee na e di wala na dadaan sa poea para magbayad ng medicare saka owwa fees. mas malaki ang mawawala sa gobyerno.

    isa pa, batas ang nag-exempt sa ofw sa pagbayad ng terminal fee saka travel tax. di basta pwede gawin yan ng isang manager lang ng naia. congress lang pwede gumawa nyan at hindi gagawin yun ng congress at takot sila sa dami ng ofws at ofw families na hindi na boboto sa kanila pag nangyari yun.

    NAIA eyes terminal fees for OFWs to boost income

    Manila International Airport Authority (MIAA) General Manager Edgardo Manda said he wants overseas Filipino workers (OFWs) to be charged additional fees, specifically the airport terminal fee, in order to augment the income of the Ninoy Aquino International Airport (NAIA).

    He admitted that MIAA is having financial problems and facing possible enormous expenditures in the rehabilitation of NAIA Terminal 1 building, pending the start of operations of NAIA Terminal 3 which is now in international court arbitration.

    Manda hinted that most OFWs have enough money to pay for the airport terminal fee during departure, citing the high peso-dollar exchange rate.

    "There are no plans yet to charge OFWs with terminal fees. That is a highly political issue," Manda said during a recent press conference at the MIAA Administration Building in NAIA.

    "But, the (peso-dollar) exchange rate is quite high. They seem to have plenty of money these days," Manda said.


    The airport chief, however, said he is sure that "politicians, including senators, congressmen, as well as their constituents and other people will be lobbying against the charging of airport terminal fees on OFWs."

    Sources at the NAIA said that there are as many as 2,000 OFWs leaving for abroad daily, passing through the NAIA Terminal 1 and the NAIA Centennial Terminal 2.

    However, OFWs are exempted from paying the P550 airport terminal fee per passenger.

    Manda also revealed that they are trying to look into at other ways of increasing MIAA revenues, including putting up assembly plants inside the NAIA complex.


    The MIAA chief said factories will soon be built inside the NAIA complex and partly managed by the MIAA, similar to that of the special economic zones at several ports in the country.

    "We may get an airport ecozone status very soon, like a free trade zone. There will be assemblers. We have 35 hectares of land that would be segregated and used as an ecozone inside the NAIA complex," Manda said.

    "For example, kits of cameras or home appliances that will be shipped to Manila from Singapore, can be assembled here in the airport. It's cheaper that way. We have the perfect site here at the airport," he said.

    Manda said that the site of the assembly plants will be in the east side of the property of NAIA, at the end of Runway 13-31 facing East, near C-5 Road.

    He said that MIAA is still meeting with Philippine Economic Zone Authority (PEZA) director Lilia de Lima regarding the plan.

    Lawyer Oscar Paras, MIAA senior assistant general manager, is part of the ecozone panel .

    Manda also said that they still have to wait for approval of all the environmental clearances that they had applied for, before they can start constructing the factories inside the NAIA, hopefully by early year 2005.

    Another such plan being considered by MIAA is raising land vehicle parking fees of the NAIA complex, which would soon be implemented this July.

    Fees will be changed from a whole day flat rate of P30, to P30 for the first two hours and P10 for every additional hour for vehicles at the parking areas of the NAIA complex.

    The airport chief said he feels they will be needing additional revenues now that resumption of operations of the NAIA Terminal 3 is unknown and may still be far away.

    "We are still problematic in our revenues. We have to make some effort and take initiatives to get more revenues from non-aeronautical fees," Manda said.

    However, Manda said aircraft landing fees and parking fees have yet to be discussed with airline companies. The MIAA chief said airline companies are even asking for a discount in parking fees.

    "We still have not raised fees for aircraft parking. This is a very sensitive issue," he said.

    itong si manda ang eh minamatyagan pala ang kita ng mga OFW mataas na daw dahil sa palitan ng dolyar kya sa ganang kanya mapera ang ofw...

    hayyy talaga naman....kakabwiset na yan ah....parati na lang tayong napapagdiskitahan nang mga yan....tinawag pa tayong mga ofw na bagong bayani nang bayan, tapos tayo na bayani raw ang inaabuso nila.....

    bad trip naman yan. Php 1,620.00 din yan. kawawa naman yung mga ofw para sa kanila malaking bagay yun.

    i'll take the devil's side on this... hehehe...

    - since OFWs don't pay taxes to the Philippine gov't (and some don't even to their host countries) shouldn't this be justified?
    - since this is just a privilege, this can be taken back at any time.
    - why distinguish between a OFW and a local worker? is it because they earn bigger that is why they get so much privileges?
    - when i travel abroad (personal or business), why do i have to pay those freaking fees while those OFWs do not?
    - why are they allowed to purchase duty free appliances while I am not.

    IMO, I don't bother paying the 550PHP terminal fee provided
    the gov't will also stop collecting from us the POEA exit pass.

    For all we know, POEA exit pass only costs 100 PHP for OFWs
    but the hassle and time spent going to POEA to have this processed is not worth it. Agree ba kayo fellow OFWs?

    di lang po yung poea processing fee na P100 binabayaran namin sir mazdamazda.

    1. yun pong placement fee namin Pxx,xxx po yan, depende sa laki ng sweldo. yun pong mga dh na lang e, abot po ng P15000 ang placement fee nila.

    2. pre-departure seminar para sa mga first timers. P 2000 yata yun.

    3. medical exam fee every new contract na i-submit sa poea, magkano na ba? last time for me was 13 years ago, P850 bayad ko. siguro ngayon e libo na yan.

    4. poea processing fee for new hire/new contracts - P5500 minimum yan, depende sa sweldo din. kalimitan ofw ang nagbabayad nyan, hindi ang agency.

    5. yung pong owwa fees P1240 po yun. every 2 years yan binabayaran namin.

    6. then philhealth P900 every year po. di naman namin nagagamit yan, pero di kami pwede umalis pag di kami nagbayad.

    7. tapos po yung passport namin P650 kada renew.

    8. pag sa middle east punta mo o kaya may stop-over ka, bayad ka visa processing fee sa embassy. o kaya naman pag visa on arrival kuha ka muna NOC sa embassy, may bayad yun.

    9. pag ang ticket namin ay PTA ay bayad din kami sa airline.

    kala nyo kasi porke wala kami tax e di na kami nagbabayad ng malaki. advance pa nga tax namin at ang poea bago kami bigyan ng clearance e naka-singil na.

    mahirap pala maging ofw dami binabayaran tax na nde naman nila pinapakinabangan kasi nasa abroad sila.

    pero taka talaga ako dun sa mga real estate agent ng Eastwood & other condos, mas preferred nila yun mga OFWs na cliente. na-discriminate nga kami minsan nun wife ko minsan nag-launching sila sa Eastwood showroom kasi inuuna nila yun mga OFW's na i-entertain.

    tama si ka yebo....kakainis pa kasi yung pabalik-balik ka sa poea pag-aasikaso nung mga papeles na kailangan...not worh kung iisipin mo na yung tax lang ang kapalit non...

    I'd rather pay the travel tax and airport tax kesa maubos yung isang araw ko at makunsumi sa pag-aasikaso nyang mga papeles na yan everytime na lalabas ulit ako nang pinas.... less hassle ika nga....

    Oo nga e...dati ay nakakalusot ako sa Centennial na walang POEA/OEC, at nagbabayad na lamang ako ng travel tax at departure tax. LESS HASSLE talaga.

    Di ko ma-gets kung para saan ba kasi talaga yun? Di ko naman nga napapakinabangan e.

    Bakit ba kailangan nilang pakialaman pa ang kita ng mga OFW di nila alam kung paano mag trabaho ang mga OFW sa ibang bansa.Trabahong kalabaw night and day kumakayod para lang kumita ng malaki aside from their original na trabaho.Bakit di tignan ng mga taga MAII ang kanilang kinikita, trabaho nilang pagandahin ang serbisyo sa NAIA at ayusin ang mga mali at mababahong pamamalakad sa loob at labas ng NAIA.
    Bakit ang OFW ang titirahin nila eh. mas marami pa silang perang kinikita sa pangingikil kesa sa sinusweldo ng OFW sa ibang bansa.
    Nagulat nga ako first time kong mag byahe noon aba! kart na lang may bayad pa? mga trigger happy talaga sila, tinatrabaho nila ang OFW. May sweldo sila(MAII) kaya dapat lang na mag trabaho sila at hindi mangholdap ng mga kapwa nila kababayan........

    yun lang po TY...........(haay nakakapagod talaga ang Phil. Gov.)
