magandang araw po sa inyo, may nabasa na ako dito about using passport as temporary driver's license, however sa case ko is medyo iba.

    eto ang sitwasyon:

i have an existing valid DL sa pinas (renewed last january 2013), i applied for a DL dito sa Saudi so nasa kanila ang aking DL id card (sa June 2013 pa ang balik ko for exams) so maibabalik lang sa akin ang DL ko by June pa.

Uuwi ako ulit sa Pinas this coming May 2013 and of course magda-drive ako dyan sa atin. Knowing na wala akong license at hand, pwede ko bang gamitin instead yung official receipt lang along with my passport as my license? (in case na sitahin ako ng enforcer, otherwise walang problem)..

my friend here says, without legal source/s, na dati daw e expired yung DL nya noong umuwi siya sa Pinas. nahuli siya (no left turn yata violation), and ang pinresent lang niya is yung passport niya. sabi niya "allowed" daw ang passport gamitin for 30 days as temporary license.

anyone here kung may link (e.g. law about temporary license, usage of official receipt) paki share naman...

    salamat po!

sir, salamat po sa response. by the way, wala pa din po akong foreign license, under application pa din at nasa kanila din yung PH DL ko.

ang naiwan lang sa akin ay yung OR ng LTO DL ko. in case, for example nahuli ako, pwede kayang ipakita yung OR lang?

sad truth..hindi lahat ng enforcers/manong cop ay well-educated with these laws (existing laws)..

yung kwento nga nung friend ko na gumamit ng passport nung nahuli siya (no left turn), nagtalo talaga sila dahil syempre hindi siguro alam nung enforcer na may ganoong batas (kung meron man). ang reason ng friend ko is ayaw niyang makuha nung enforcer yung DL niya (expired) dahil hassle naman talaga ang pagtubos nito. so pinresent niya yung passport niya at sinabing OFW siya at may exemption daw kuno. hindi naman pwedeng kumpiskahin yung passport ng enforcer diba. my friend end up giving some bribe to cut the story short.

Foreigners can drive w/o PH License up to 90 days sabi ng RA 4136... Dunnoh if any law has ammended this.

Section 21. Operation of motor vehicles by tourists. - Bona fide tourist and similar transients who are duly licensed to operate motor vehicles in their respective countries may be allowed to operate motor vehicles during but not after ninety days of their sojourn in the Philippines.

If any accident involving such tourist or transient occurs, which upon investigation by the Commissioner or his deputies indicates that the said tourist or transient is incompetent to operate motor vehicles, the Commissioner shall immediately inform the said tourist or transient in writing that he shall no longer be permitted to operate a motor vehicle.

After ninety days, any tourist or transient desiring to operate motor vehicles shall pay fees and obtain and carry a license as hereinafter provided.
