Dear Madam Secretary,

I am one of the millions of OFWs that regularly comes home - I take
more
than 5 trips a year to go back to the Philippines.

( What is the nature of your work Abroad that you are entitled to go
home
for more than 5 time leaves a year? Parang
ganda yata ng contrata mo. Anong company ka ba at saang bansa ka
nagtatrabaho?)

My issue is that everytime I come home, I will need to go to the POEA
office
to process my OEC ( and pay PHP100.00 ) and go through all those
cumbersome
process. I regularly pay my ANNUAL OWWA medicare and membership fees
and
that is no problem for me.
( What is so cumbersome about it?...What I could see is that they
(POEA) are
trying their best to improve their services to us. Don't you enjoy
meeting
other OFW working from other countries and learn some things about
their
working conditions and contracts and more.. while waiting for our names
to
be
called.? In my case I really enjoyed every minute of it, para pa ngang
masyadong
mabilis pa sila at Kung mapapansin mo pa ang daming satellite offices
na
iniinstall ang POEA sa ibat ibang lugar at ang iba ay sa mga malls pa
nga
para puede na tayong mamasyal pagkatapos at puede pa nating dalahin ang
ating mga anak. Para sa OFW na taga probinsya ay naglagay rin sila ng
mga
satellite offices duon para hindi na sila(OFW)luluwas pa ng Manila)


I am not the only one who has observed that this process of paying for
the
OEC is not working.
(What do you mean not working ? Were you not able to get your OEC after
the
process? Didn't we get OEC after the end of all the process? Why say
it is
not working then? )

It is very cumbersome for someone who gets a limited number of days to
be
with the family.
( Hindi ka na ba umaalis sa tabi ng iyong family pag andiyan ka sa
atin.
Kung talagang ayaw mong magdusa sa pag linya ang tip ko lang ay
magpunta ka
sa iyong agency at i pa process mo sa kanila or hire somebody to do it
for
you. i think puede yun kasi umuubra sa mga nag daraan sa mga
agencies.)

I get in contact with a lot of OFWs and we all have the same issues.
(Not me and i think, marami rin ang nag-eenjoy sa pag kuha ng OEC by
themselves. I have enough patience and I love to meet our fellow OFW
while
waiting for my turn plus there are also other sections or department na
puede mong
mapasyalan and learn more about the benefits na puede mong makuha or ma
avail sa pagiging OFW. Let's open our eyes on the positive things na
nasa paligid natin not just to protest and complain.)

I have started to get an e mail campaign among us OFWs to demand the
your
office to come up with a better system for this OEC processing as it
does
not help the people whom you fondly called " mga bagong bayani".
( Actually I know and I am confident that they are on it. Hintay lang
tayo
at darating din yan. Konting patience lang. Hindi lang naman basta
basta
puedeng mag palit ng procedure sila ng walang proper study....at gastos
din
yun. Yung tawag sa atin na "Mga Bagong BAyani" ay pang uto lang sa
atin yun
ni Gloria)


Here is what I proposed as alternative options:

1. Make the OEC payment a one time payment for each year. Example, if I
go
home 6 times a year, I will pay 600 pesos and the POEA office will
issue me
a card showing that it is valid for 6 times ( a card with numbers 1 to
6
stamped on it ) . After I have consumed the 6 payments, then I will
need to
apply for a new one. Others may opt for 12 or 20 equivalent payments.
(The purpose of our OEC is to document our departure/deployment para
mamonitor din nila ang mga umaalis on certain date and months. If I
will pay
2 or more fees in one time for a year tapos hindi naman ako nakabiyahe
ng
ganuong times at nag lapse na ang one year e di lalong nasayang ang
aking
pera. Yung payment thru banks ay okay yun. Siguro para duon yun sa mga
ayaw
talagang makihalo sa mga kapwa OFW. )

Note: We pay medicare and membership fees one time annual payments as
well.
Why not do the same thing for OECs. Make it a one time payment and make
life
easier for OFWs like me.
( Ewan ko kung ang ganitong paraan could make our life really easier,
parang mababaw yun. Kasi hahanap at hahanap tayo ng mga loop holes
para
magreklamo. Talagang sakit yan ng Pinoy. Reklamador.)

2. Use the E -cards that your office has required every OFW to get -
the
OPCIB and have a tie up with different banks - so we can just make
payments
with the banks. Better still, get a tie up with the banks to act as
satellite offices that can issue OECs. This will decongest the area of
the
POEA as well. You should have seen how many people pack that area in
the
groundfloor during peak seasons - like Christmas, Lenten season
,Chinese New
Year , Ramadan season.
(Okay ito, pero I do not really think kung merong banK na makikitie-up
sa
POEA. Kung ang mga OFW nga ay hindi contento at kulang ang tiwala sa
POEA
lalo na siguro ang mga hindi OFW. Kidding aside, okay yun pero ang
problema
diyan ay marami ang mawawalan ng trabaho sa POEA. kawawa naman sila.)

3. Do away with a re validation at the airport. We just need to show
our E
cards ( OPCIB ) and a receipt of the one time payment at the airline
counters and they can then stamp our boarding passes and cancel one
number
( point 1 above ) on the card that was issued . This will save your
office
some funds as you will not need to maintain offices/personnel in the
airport.
(I like this 100% but I hope hindi ibig sabihin nito ay tatanggalin na
rin
ang lounge ng POEA sa Airport. Kasi ang laking ginhawa sa OFW ito.)


Here are the advantages:

1. You let us - OFWs - enjoy more time with our families. Processing
this
OECs takes away at least half a day of our vacation time which should
be
spent together with our loved ones.
( Why don't you bring your family along with you on one of the satelite
offices ng POEA sa mga MALLs. Mas matutuwa pa sayo ang iyong family.
Biruin mo sa isang pasyalan dalawa ang maaacomplish mo. Naipasyyal mo
na
ang iyong family makakapag process ka pa ng iyong OEC. di mas nakatipid
ka
ng time?)

This is specially true for those OFWs that comes home only every 2 or 4
years and have to take a limited 2 weeks vacation.
( Meron pa bang ganuon katagal na contrata at 2 linggo lang ang
bakasyon?
parang wala pa akong narinig na ganito. tipong exageration ito.)

2. You contribute to decongesting the metro area . Less people
travelling to
your office means less traffic.
( 80-90% ng nagpupunta sa POEA ay namamasahe lang. Kaya ang
contribution ng
OFW na kumukuha ng OEC sa traffic ay hindi ganuon kalaki. Talaga lang
sobra
na ang sasakyan na gumagala sa Metro Manila.)

3. The personnel working at the groundfloor offices and processing the
OEC
will probably develop a better attitude during transaction. Right now,
you
will notice that they become irritated when they see all these people
lining
up at their counters. They can be more productive if they are relaxed.
(Itong puntong ito talaga ang dapat na ma improve sa mga ganitong
agency ng
gov't at hindi lang sa POEA maging sa ibang sangay ng gov't ay ganuon
din.
Siguro intindihin na lang natin sila. Kasi nga underpaid sila at sobra
pa
ang trabaho. kung titingnan din natin sa isang punto ay nakakaawa rin
sila.)

4. Less people transacting business in the office will mean a more
spacious
area and you can then probably try and upgrade the area. Probably start
with
getting more cubicles in the comfort rooms. Or getting the comfort
rooms
clean and with a steady supply of water and tissue papers. Lesser
number of
chairs but add a couple more tables so that applicants will have ample
spaces to fill up the forms. ( I agree with this 100 %)

5. Less personnel ( which means a cut in operating cost ) that has to
be
maintained at that office and at the airports.
(this will mean increase in unemployment. Do you really like it.
unemployment will mean more mouth will go hungry and the ultimate
result...crime...theft...corruption....hunger...an d so on... increase
poverty. I don't like this to happen. I would rather endure and enjoy
the
long lines to process my OEC. )

(impress nga ako sa ating POEA sa airport. Merong very comfortable
lounge
at may CAble TV pa. Secured pa ang iyong bagahe while you are resting
or
waiting for your flight. ayaw mo ba yun. pag napaaga ang mga taga
probinsya meron silang lounge na mapagpapahingahan. aircon, sofa, TV
at may
security pa. nakabukod pa sa karamihan ng pasengers na hindi OFW.
Laking
improvement ito sa ating POEA. I could really say na iniisip din nila
talaga ang ating kapakanan. Siguro kailangan lang natin ng kaunting
pasensya. Maganda ang suggestions mo tungkol sa Ecard at iba pang
improvement na dapat na ibigay sa atin ng POEA pero alam mo you really
sound
negative to me. Kung para sa ating improvement at benefit ng lahat ang
gusto mong gawin why not work for POEA and siguro mas malaki ang
macocontribute mo.)



(Sorry for this kung medyo naging contrabida ang dating ko or tipong
makaPOEA ako. I do not have any friend or acquiantance sa POEA. In
fact,
nuong nagkaproblema ako sa aking employment and I was unjustly
terminated by
my
company, nagpunta ako sa POEA to seek advice or help pero
WALA AKONG NAKUHA. Well, siguro talagang malas lang ako nuon but you
know
time healed my problem with my company. They reinstated me at eto ako
ngayon OFW uli at with the same company and with better salary and
accommodation.Forgive and forget baga.)

sana implement na nila ang Ecard processing, sabi nila swipe ang go ang procedure nito.

ako i go home every 28 days and on vacation for 28 days din. what is so surprising about an ofw going home 5 times a year? kung sa south east asia lang ang work cheap lang ang air fare. lalo na kung company paid, gaya sa akin. or if the ofw can afford it, like my friend who works in singapore. minsan uuwi sya just for the weekend!btw, there are many filipinos working for the oil drilling and production industries. actually meron yata 4 members ng tsikot who do, isa na ko dun. our normal work sked is 28 days on/28 days off. so don't be surprised.

if you go through the process of getting an oec 5 or 6 times a year then i tell you it really becomes a hassle. especially when they change the procedure every 6 months or so. and especially when they lose your medicare and owwa records. hawak mo na copy mo ipa-verify mo pa or else they will require you to pay again kahit valid pa. the email writer has a point because we go through it very often. maybe the person who wrote all those things in ( ) is just too happy to be on vacation to notice.

about the express oec, it does not work for us becaues they require that all fees be paid, things like medicare and owwa, whether or not it is time to do so. so since a lot of ofw go home every year, valid pa ang owwa nila since that is good for 2 years. that is why only those who come home every 2 years or more use that express payment process. sabi nila i-refund naman daw kung valid pa. BUT THEY KEEP ON LOSING THOSE RECORDS! so pag hindi nila ni-refund, you will have to go back again to poea just to get your refund? duh!

Tama ka igan yebo. Kalokohan yang express oec, tried ko yan minsan at di nila refund yong OWWA ko at medicare na pinabayaran sa akin though nakita nila valid pa ang mga ito. Yeah, isa rin ako sa may 28/28 na rotation. Maski noong sa africa ako naka assign, 28/28 pa rin schedule ko kaya byahe pa lang ubos na 6 days ko. Laking abala talaga yang 100 pesos na yan sa katulad natin na schedule.

kaya ako di na ako kumukuha nang oec, bayad na lang sa airport...

its not worth my time na pumila, mabwisit, makipagtalo at maubos ang oras sa poea...kung iisipin mo eh halos ganon din naman ang magagastos mo dahil kahihintay mo sa poea, kakain ka dahil aabutin ka nang lunch or worst pati meryenda, or sa inip eh magsa-shopping ka sa robinson...at malamang eh mag-taxi ka pa papunta at pauwi....so ganon din halos yung gastos + yung abala mo pa....

On my first few years as an OFW, halos isang araw ang nauubos ko sa pagkuha lang nang lintek na OEC na yan...pabalik-balik ka sa ibat ibang windows na magkakalayo pa ang locations....tapos tawid ka pa sa kabilang kalsada para lang magbayad sa BPI nung medicare ba yon? Sabi ko nga dun sa isang officer, bakit di kayo gumawa nang isang area na puro OEC lang ang pinaprocess, hindi yung paikot-ikot ka tapos labu-labo kayo dun sa pilahan, merong para sa contract, re-contract, etc... sabi lang sa akin na pabiro...hindi ho uso dito sa pinas yon, maaaring dun sa bansa na pinagta-trabahuhan nyo eh ganyan, pero dito iba....hehehe

after few more tries, I gave up.....yung ibabayad ko sa airport eh halos yun din ang nagagastos ko sa pagkuha ng OEC sa POEA.... naaasar pa at nasisira lang ang araw ko don....hehehehe

isa pang necessity pag me oec ka kasi all airlines slaps travel tax when issuing tickets..unless one shows an oec..minsan kasi nagswitch ako ng airline kaya ang round trip ticket ko di ko nagamit..

Kahit me- ecard ka, fill up ka pa rin ng napakahabang form, sabay pila ng npakahaba. Kapag inabot ka pa ng lunch time close na sila at exactly 12noon and open at 110pm.

doon kayo magpunta sa Duty Free. Yung sampung tao pila mahaba na yun. Pero kailangan nyong iligpit ang resibo kasi mukhang hindi ini update sa HQ ng OWWA. Kasi pag hindi mo ginawa ito magbayad ka ulit. Yung kung sa HQ ka naman mag process sa next OEC mo.

Ilang beses na kayang nangyari na nag isa lang akong kumuha ng OEC sa Duty Free... HTH

ako rin madalas umuwi pero dito na ako sa aming consulate kumukuha ng OEC.. di na ko pupunta pa sa POEA walang hassle..

mga peeps have you noticed na iyong mga taga POEA ay napirma sa passport mo.

Minsan kasi napansin iyan sa immigration dito sa middle east at nakuwestiyon ako bakit maraming sulat.

Nang nireklamo ko sa POEA iyon ang sabi authorized daw silang gumawa noon not unless me official complaint sa embahada ng bansang pinagtatrabhahuhan mo doon lang sila titigil.

Madalas po akong umuwi sa atin, usually 4-5X a year ako nagababakasyon. I have a bad experience on that Balik Manggagawa Express Clearance, last year (2005).

Ganito ang sistema nila. Pababayaran nila ng buo yung lahat-lahat (P2,495.00), kasama na rito yung OWWA Membership, Philhealth/Medicare, POEA Processing Fee at yung courier fee. Now if your OWWA membership fee and your Medicare are still valid at the time you reported to the POEA, sasabihin nila sa iyo, ibabalik nila yung equivalent amount, pag dineliver na yung mga documents mo. Eh at that time, valid pa Medicare ko (exp. 2006). So expect ko na ibabalik nila yung P900 ko, kasi yun ang sabi nila eh.

Pero hindi yun nangyari. Ibinayad pa rin nila yung Medicare ko, eventually WALA AKONG NA-REFUND! Up to now yung Medicare ko is still valid up to 2007. And one thing more, sabi nila sa akin, the next day daw mari-receive ko na yung mga docs. ko, pero 4 days inabot yun.

Last December, pumila na lang ako. Di ko na pinansin yang Express. Pero marami pa ring tao sa Express Clearance. Ewan ko lang kung na-experience din nila yung pinagdaanan ko.

sabi ko nga ba duda ako dyan sa mga balik balik na pangako ng express na yan eh. No I havent' and will not try it, normally kasi it takes you 1-2 hours lang naman para makakuha ng OEC pag napila ka sa POEA eh lalo na sa Duty free kadali doon.

Bakit ganun, walang pagbabago yung opisina ng POEA! Bulok pa rin! Yung CR nila, laging sira, ang panghe! Hindi mo naman pwedeng sabihin na walang income/budget ang POEA, sa rami ng OFWs sa mundo. Yung aircon, di nagana (o naka-fan lang?) at malalaking industrial fan ang nagana. Yung mga silya, giba-giba na.

Pero last Dec., meron na silang "numbering system" at bukas na ulit yung TV. Dati, patay ito, walang mapanood habang naghihintay ka.

Sana naman, mapaganda na nila itong opisina ng POEA. Contribution nila para sa mga "Bagong Bayani ng Bayan".
