Try also to inquire from Central Diesel if they can rebuild your turbocharger and have your engine checked also. This is located along Quezon Avenue near Capitol Medical Center, in front of Heartbeat Disco. You could also inquire from VW Precision along Roces Avenue.

kinda early for your turbo to fail. may intercooler ba yan? i would check the cooling fan beneath the intercooler muna, maybe its not functioning so the turbo sucks in warm air = loss of power.
*voltscastillo: meron po intercooler. will let a mechanic check your concern.
*gmd: will let a mechanic from the shops (XTO, nickriingen, niky) recommended.

on another note, is it possible to swap the 3.0L engine with the non-turbo 4.5L engine? how complex would the process be?

It would cost more than turbo repair, that's for sure.
Turbo failure can be caused by lots of things... heat, oil leaking, improper maintenance (missed oil changes, wrong oil), improper care (running hard right after starting... shutting the car down when hot)... it's not uncommon for turbos to fail in Manila heat if the owner is not extra careful with it.

How about Berima? they say they specialize in turbo chargers for diesel engines?

Speedlab does general maintenance, tuning, installation, etcetera... for rebuilding, they will still outsource.
Berrima, from what I know, does fuel system maintenance, calibration, tuning, etcetera... I don't think they remanufacture.
Just check the links and numbers I gave you, as these guys do rebuild turbos.
