MANILA, Philippines - Three passenger aircraft failed to touch down on time at the Zamboanga City airport on Friday due to "missing" air traffic controllers.

A GMA Flash Report quoted Civil Aviation Authority of the Philippines manager Celso Bayabos as saying that the three airplanes were supposed to land at the airport at scheduled intervals. However, the airplanes’ respective pilots ended up refusing to land after realizing that no airport officer was stationed at the control tower to guide them on their descent.

The incident forced the three airplanes to hover in the air for a good one hour, before the pilots took the matters into their hands and decided to talk to one another over the radio to decide who would land first. One of the airplanes was a Philippine Airlines Flight 123 that came from Manila and was carrying 140 passengers, a separate radio report said.

Bayabos said five air traffic controllers were actually on duty at the time of the incident but had just reported late for work. The five controllers were supposed to be at the tower by 6 a.m. but instead arrived several minutes before 7 a.m. (wtf!...)

He said the airport management is already dealing with the tardy controllers and will issue a memorandum requiring the five controllers to explain why they turned up late for work.

Bayabos stressed that it was the first time that such incident ever happened at the Zamboanga airport and assured it would never happen again.

A number of flights were briefly delayed but airport operations have already gone back to normal after the incident.

For shame. Maybe they think they have job security just because they're critical personnel.

Interesting question. Imagine, lima silang pare-parehong late.

    (one for each of them)

Whatever reason they give, I do not think they will ever escape from getting the axe.

Tardy Zambo City flight control workers axed
    12/27/2008 | 05:40 PM

MANILA, Philippines — Officials say they have sacked five Philippine air traffic controllers who were tardy or absent from work a day after Christmas, leaving two domestic planes circling a southern airport because no one was manning the control tower.

The Civil Aviation Authority of the Philippines said it has removed the five controllers from their posts in southern Zamboanga city airport and ordered a thorough investigation.

Ramon Atilano, Philippine Airlines' Zamboanga manager, says a PAL jet from Manila with 156 passengers wanted to land at 6:23 a.m. Friday but had to circle the airport several times before getting clearance and landing at 6:51 a.m. — 28 minutes later.

Officials say a smaller plane had to land at pilot's discretion because no one was at the control tower for 40 minutes. - AP

i just can't figure out why there is no ATC's on duty even if the 5 got late? even though it's just a small airport, still the ATC's should be on duty 24-7 on a rotation schedule, right?

isn't it that you can't leave your post unless you're relieved and there's proper endorsement?

otherwise, the negligence should also reflect to their superiors as well...

No kidding. There should always be at least one ATC on post even if that ATC might take a nap overnight. The only exception might be if the airfield is closed. Even then, an ATC should've been scheduled to come in the night prior to the airfield re-opening. If that wasn't done, then it definitely reflects badly on the leadership/management.

Part of leadership/management is checking up on their troops and making sure they're doing their job. It's also their job to see the big picture and plan accordingly.

If management really wanted the ATC's to have fun, maybe they should've taken the shifts instead. I've done that from time to time with people under me. The wife grumbles sometimes. Oh well.

Im thinking it might be a sunrise to sunset airport operations due to absence of night landing instrument/equipments. May mga facilities na ganito sa pagkaka-alam ko.
