One of the principal authors of the proposed measure revising the school calendar has expressed regret over the failure of the House of Representatives to approve the bill on third and final reading.
Rep. Roger Mercado (Southern Leyte) said Congress should have fast tracked the approval of the bill which changes the school calendar from the present June through March to September through May.
“Rainy season is changing from bad to worst and causes extreme floods all over metro. It’s about time to change the school calendar and adopt a more appropriate period, which is more convenient and practical for everyone,” Mercado said.
Rep. Mary Ann Susano (2nd District, Quezon City) said revising the school calendar is a practical solution to the perennial problem of classes being suspended because of typhoons that frequently hit the country from June to August.
Aside from the danger posed by heavy rain and floods, there are also cases of students being victimized by unscrupulous criminals since they are forced to wait long hours in the streets for the flood to subside before they can go home, Susano said.
Mercado said with the enactment of the bill, the disruption of classes due to heavy rain and bad weather will be avoided. It will also eliminate frequent suspension of classes during rainy and flood days; spare students from contracting illnesses due to the rainy season and avoid loss of class hours during the times that their classrooms are being used as evacuation centers.
“With the passage of the proposed measure, there would be great possibility of attracting foreign students who would want to pursue their education in the country’s educational institutions”, Mercado said.
The proposed change of school calendar year shall start on the first Monday of September.
The plenary has already approved on second reading the measure proposing the school calendar change. The measure is a consolidated version of several House bills authored by, among others, Reps. Mercado, Cynthia Villar (Las Piñas) and Judy Syjuco (2nd District, Iloilo).
i agree.. pati mga college kids hindi na kelangan lumusong sa baha. saka d na rin problema na maghintay ng sabihin walang pasok. atleast all the kids would be safe sa bahay with the parents. and malayo sa kung ano man sakit. d pa mashado maabsent ang mga kids. bigyan na lang cguro ng week summer break. hehehe.
every rainy season i always remember the story told to me by one of my college friends. he and his gf were waiting out the flood in front of UST (sundo nya syota nya, layo ano diliman kami tapos UST ang girl!) when they saw this coed walking on the sidewalk. the water was up to her knees. di ba super laki mga manholes dun. suddenly there was a splash and the coed disappeared. he and some by-standers tried to help but they could not find the girl anymore, the girl had fallen through an open man hole. he went back the next day and asked the people around the place, they said rescuers tried to recover the girl's body in the manhole but it was nowhere to be found.
just imagine that happening to your kid! not even a body to mourn over and bury.
About time.
