    Marami ring utang si Dir. Wycoco. The UCPB whistleblower that he falsely charged for estafa, for one. Second is his failure to act on the case against Nani Perez. Then there's the Nida Blanca case.

    Not likely.

    Wycoco was an exception to the rule that the Director of the NBI should have the qualifications of a full-fledged NBI agent (meaning he has to be either a lawyer or an accountant). He was appointed anyway (with much skepticism and criticism from the NBI insiders).

    Add to that, Victor Corpuz was unceremoniously dumped by the administration from his last 2 government appointments.

    FIVE MONTHS after he vanished into thin air and left the country in a dangerous political crisis, Virgilio Garcillano is back -- or so said his wife and two lawmakers yesterday.

    No one has confirmed actually seeing him but Inquirer informants, who asked not to be identified, said the word they had received indicated that the controversial former election commissioner took a kumpit (Moro fast boat) from Kota Kinabalu in Sabah, Malaysia, to Puerto Princesa City in Palawan province on the last leg of his voyage back home.

    From Puerto Princesa, Garcillano supposedly took a plane to Cagayan de Oro City and then travelled to Marawi City by land before going to Bukidnon province, where he has a farm and where he is reportedly hiding.

    One of the Inquirer informants said the elusive former official was last seen on Friday in the capitol building in Cotabato City.

    "He is in the country. I cannot tell you exactly where ... He is moving around," Garcillano's wife Grace told ANC television network.

    "He is healthy," she said.

    But versions varied as to when Garcillano supposedly returned.

    Agusan del Sur Representative Rodolfo "Ompong" Plaza told a plenary session of the House of Representatives that Garcillano returned as early as two weeks ago.

    Misamis Oriental Governor Oscar Moreno said during a telephone interview with the Inquirer that three weeks ago, a relative of Garcillano asked him if he wanted to interview the former Comelec official. Moreno did not act on the information as he believed the relative was bragging.

    Plaza said Garcillano had been sighted in Mindanao. But the exact whereabouts of the man at the center of a ballot-fixing scandal in 2004 had yet to be ascertained, he said.

    An unimpeachable source also in Congress told the Inquirer that his information was that Garcillano actually returned about a week ago.

    Palace wants closure

    Garcillano sparked the worst crisis to confront President Gloria Macapagal-Arroyo after he was heard in tape recordings talking with her about an alleged conspiracy to rig the poll results.

    He and Ms Arroyo have denied involvement in any vote fraud.

    "Garcillano (has been) here since two weeks ago," Plaza said.

    He called on House sergeant-at-arms Bayani Fabic to immediately arrest Garcillano, who was reported by the Department of Foreign Affairs (DFA) to have flown secretly to Singapore on July 14.

    Singapore had confirmed Garcillano's arrival in that city-state but said it was unaware of his whereabouts after then.

    Plaza said Garcillano's arrest and subsequent appearance before the chamber would provide a closure to the political crisis facing Ms Arroyo which had sparked the filing of an impeachment case against her.

    "[What] Malacañang would want to happen [is] that there will be now a closure to the case," Plaza said.

    Cavite Representative Gilbert Remulla, chair of the lead committee involved in a congressional probe into the election scandal, agreed the Palace needed to close the book on the controversy.

    "Malacañang needs closure on the poll issues. Since Filipinos have a lower tolerance for negative stories during the holidays, Garcillano's testimony is not expected to stir outrage among the public," he said.

    Fear for his safety

    From Singapore, Garcillano was reported to have flown to London and then supposedly on to Brazil or Argentina.

    The DFA later said it had alerted all its missions in some 80 countries to look out for him.

    But not a trace of him turned up.

    ANC said that in its interview with Grace Garcillano, she told the network that her husband was willing to come out and tell everything he knew and "clear his name."

    According to her, Garcillano would also disclose that it was not only Ms Arroyo who called her but that other candidates as well, including members of the opposition.

    She said one of them was "a lady persistent caller."

    She said her husband decided to drop out of public view because he feared for his safety.

    Garcillano was also upset by media reports portraying him like he was a criminal, she said, according to the network.

    Enforce arrest warrant

    News of Garcillano's return threw the lower chamber's session into near disarray, triggering a heated debate.

    The debate ended when both the presiding officer and the majority leader ruled that the arrest warrant issued on Aug. 3 by the chamber against Garcillano should be enforced immediately.

    The chamber also authorized the resumption of the hearings launched by five House committees on the "Hello Garci" tapes scandal.

    No outrage during holidays

    Several administration lawmakers urged Garcillano to come out to put an end to questions about the legitimacy of the Arroyo presidency.

    "It's a gambit ... a very risky move," said the unimpeachable source, who asked not to be named.

    Another congressman, Surigao del Sur Representative Prospero Pichay, said: "If he calls me up, I will personally convince him to testify." He said he would guarantee that Garcillano's rights were protected.

    Plaza's public revelation of Garcillano's return, however, apparently disrupted the timeline being followed by his handlers.

    Plaza in effect preempted what could be a "surprise and dramatic appearance" of Garcillano, the source said.
